1 LESSON 9 Packaging, Marking, and Unique Identification
15November2013 Lesson 4: Safety Stock

2 Lesson Introduction Given a contract with packaging and marking requirements, you will be able to identify the Quality Assurance Specialist (QAS) surveillance responsibilities.

3 Lesson Objectives Upon completion of this lesson, you should be able to: Identify Quality Assurance (QA) surveillance methods for specific contractual packaging and marking requirements. Identify the packaging code information available on the Defense Contract Management Agency (DCMA)-approved packaging code lookup site. Identify different package marking labels. Select Radio Frequency Identification (RFID) and Item Unique Identification (IUID) markings. Select RFID and IUID contractual QA surveillance requirements. Recognize the relationship between RFID and IUID markings. Lesson 4: Safety Stock

4 Lesson Topics This lesson covers the following topics:
Key Packaging Definitions QA Contract PPP&M Responsibilities Packaging and Marking Standards Container Markings and Illustrations Using RFID and IUID

5 WIIFM? This lesson: Helps you to understand basic Preservation, Packaging, Packing, and Marking (PPP&M) policies and standards Opens your eyes to the fact that PPP&M is much more than putting an item in a box/bag and shipping it to its destination Directs you to PPP&M references that can assist you and your suppliers with packaging requirements

6 Key Packaging Definitions
Lesson Topics: Key Packaging Definitions QA Contract PPP&M Responsibilities Packaging and Marking Standards Container Markings and Illustrations Using RFID and IUID

7 Topic 1: Key Packaging Definitions
Key terms include: PPP&M Supplemental data Special Packaging Instruction (SPI) Case Palletized Unit Load

8 Key Terms (1 of 3) Preservation - Application of materials or methods designed to protect items during shipment, handling, storage, and worldwide distribution Packaging - A means to specify military preservation and packing Packing - Application of exterior protective methods, materials, or devices to assure item integrity Marking - The application of numbers, letters, labels, tags, symbols, or colors to provide identification PPP&M

9 Key Terms (2 of 3) Supplemental Data - In-the-clear requirements such as, “Sandwich gasket between two pieces of fiberboard” Special Packaging Instruction (SPI) - Reference to a drawing such as SPI , Packaging of Ferrous & Nonferrous Bolts, Screws & Studs

10 Key Terms (3 of 3) Case - Either an exterior container within a palletized load or an individual exterior shipping container Palletized Unit Load - A quantity of packed items arranged on a pallet in a specified manner and secured on the pallet so that the whole palletized load is handled as a single unit

11 Question and Answer Which of these terms is described as the application of exterior protective methods, materials, or devices to assure item integrity? Preservation Packaging Packing Palletized

12 QA Contract PPP&M Responsibilities
Lesson Topics: Key Packaging Definitions QA Contract PPP&M Responsibilities Packaging and Marking Standards Container Markings and Illustrations Using RFID and IUID

13 Topic 2: QA Contract PPP&M Responsibilities
QA contract responsibilities to include: Contract review Process review Product examination

14 QAS Responsibilities – Contract Review
Confirm contract includes correct, complete, and adequate PPP&M requirements such as: Military Standard (MIL-STD) (Military Packaging) Special Packaging Instructions (SPIs) MIL-STD-129 (Military Marking & Labeling) American Society for Testing and Materials (ASTM) D3951 (Commercial Packaging) Section “D” Clauses and Palletization Clauses (Section “F”) RFID Defense Federal Acquisition Regulation Supplement (DFARS) IUID DFARS Clause Hazardous Material Safety Data Sheet (MSDS) (PSN, Haz Class, and UN Number)

15 QAS Responsibilities – Process Review
Process reviews may remove the need for product examination if supplier’s packaging process controls are adequate. PPP&M is: Part of Government Contract Quality Assurance (GCQA) surveillance planning Subject for process review (i.e., packaging control process, labeling procedures, etc.) PPP&M

16 QAS Responsibilities – Product Examination
QAS inspects shipments for compliance with contract PPP&M requirements such as: Military Preservation Method Specification Packaging Materials Required Testing and Visual Inspection Packing Level MIL-STD-129 Container Item Identification Markings Special Markings: Bar Code, RFID, Shelf Life, Hazmat, Electrostatic Discharge (ESD)

17 Question and Answer Which surveillance method would a QAS use to check compliance of a supplier’s packaging process controls? Contract Review Product Examination Calibration Process Review

48 Using RFID and IUID Lesson Topics: Key Packaging Definitions
QA Contract PPP&M Responsibilities Packaging and Marking Standards Container Markings and Illustrations Using RFID and IUID

49 Topic 5: Using RFID and IUID
Radio Frequency Identification (RFID) Technology Active/passive Requirements Item Unique Identification (IUID)

50 Radio Frequency Identification (RFID)
An Automatic Data Capture (ADC) technology using radio-frequency waves to transfer data between a reader and movable item(s) to identify, categorize, and track the item(s). Fast and reliable No physical sight or contact between reader/scanner and tagged item required RFID is not IUID RFID used on packaging IUID used on actual item/product

51 Active RFID Powered by an internal battery Lasts for five years
Holds a large amount of data (128K) Data can be rewritten or modified Read range of up to 300 feet Approximate cost $100

52 DFARS 252.211-7006 Passive Radio Frequency Identification
Passive RFID Consists of antenna and chip with serial number Obtains power from the reader Stores limited amount of data Read-only tag; up to 10 feet Applied to exterior shipping container and unitized pallet load Smaller, lighter than Active RFID Approximate cost .25 each DFARS Passive Radio Frequency Identification

53 Passive RFID Information
Four information fields: Header - Specifies how data was constructed Filter - Identifies pallet, case, or IUID item Government Managed Identifier - CAGE Code or Dirac Serial Number - Unique assigned number United States Department of Defense Suppliers’ Passive RFID Information Guide Version 15.0

54 RFID Technology Defense Logistics Agency (DLA)
How RFID Technology Works

55 RFID Requirements RFID required when all three conditions occur:
Contract incorporates RFID DFARS Clause Item is Class of Supply listed in RFID DFARS Clause Item being shipped to one of the destinations (DoDAACS) listed in website given in the RFID DFARS Clause

56 DLA RFID Requirements DLA requires RFID when a contract contains statement directing supplier to the DLA Master Solicitation for “Mandatory” clauses DFARS in “Mandatory” clause list Depots write Supplier Deficiency Reports (SDRs) when supplier doesn’t provide RFID tag as required Supplier Deficiency Report

57 RFID Tag Application RFID tags required on:
Each case (exterior containers) and palletized unit load (passive RFID) Each case (exterior container) on a palletized unit load Place RFID tags 32” to 48” from bottom of the pallet NOT directly on pallet, too low for tag readability 32”- 48”

58 Item Unique Identification (IUID)
Permanent label Serial numbered Applied directly to item vice packaging 2D PD417 Data Matrix Symbol

59 IUID Requirements IUID required when these two conditions occur:
Contract incorporated IUID DFARS Clause ; MIL- STD-130 defines requirements Items valued: > $5K Below $5K, in one of these three categories: Serially managed Mission essential Controlled inventory

60 Question and Answer Which of these tags has a range of 10 feet, gets power from a reader, and costs about .25 cent per tag? Active RFID UIUD Military Shipping Label Passive RFID
