2 Project Plans Dealer System: To date, our dealers have entered over 420,000 applications into the on-line system since September 2008. That is approximately 35 to 40% of our total applications. Great Faces, Great Places

3 –We will soon be allowing our dealers to renew their dealer’s license and plates on-line. With future plans to allow them to update/change their record at any time –We are currently working with a company to create an interface between the dealer’s in- house system and our dealer system. The dealers would enter the information into their in-house system which would then automatically transfer the data to our dealer system. Only keying in the information once. 4 Electronic Lien Title (ELT) Plans are to implement an ELT in the near future. If a vehicle is encumbered, a paper title is not issued until the lien is released or the owner is in need of a title, such as moving out-of-state. Great Faces, Great Places

5 Electronic Title As you know, Deb Hillmer has been appointed to chair a national committee on an E-title program. Under this system, a paper document would not be issued on the vehicle, beginning at the manufacturer’s level. Great Faces, Great Places

6 E-notices Our SDCARS.org website allows a person to renew their license plates, file a report of sale, obtain a seller’s permit and now allows a person to change the way they receive their license renewal notice. Currently, a renewal notice is mailed to a customer within 3 months of their expiration. A customer will now be able to go on-line and request to receive their notice by e-mail or not to receive a notice at all. Great Faces, Great Places

9 Self-Service Terminals Plans are underway for the installation of two self-service terminals (SSTs) in Sioux Falls. These terminals will be located in private businesses opened 24-7. Currently, we have a SST located in Rapid City, adjacent to the county courthouse and law enforcement center. Great Faces, Great Places

10 Challenges & Issues First of all, like most (if not all) of you, our budget is a big challenge. If only money would grow on trees, fall from the sky or magically appear, we would have self- service terminals spread across South Dakota, not just in our two largest cities.

11 DETAILS There are so many details that need to be done before you can even begin a new project. From funding, to getting all the correct people and agencies involved, to educating the public, to the wording on the information so everyone understands how it should or will work. 12 Training In-house, dealer and county employee turnover means training. We have to rely on the 66 county offices to train each of their employees. And to get 66 county officials to do things the same is not easy. Again, funding could allow more hands on training at their offices. Great Faces, Great Places

13 Financial Institutions Getting all our financial institutions on-line is raising big questions: who, how, when, where, etc… We will be asking some of the states that already have ELT, how they handled their very small lenders compared to their larger ones and individuals who are lienholders. 14 Access to other state’s records Problems contacting other states for information. Length of time to get the information. Fees and paperwork associated with getting the information. (Some states charge and require DPPA forms.) Perhaps AAMVA could electronically maintain a list of contact information. (List not to be shared with the public.) Great Faces, Great Places

15 VISION Eliminating paperwork Having customers manage their own records. To have all states on line to NMVTIS and heading toward E-title nationwide. Uniformity in brands and interpretations of brands. Great Faces, Great Places
