TNO Defence, Security and Safety conducts research on military and crisis operations, national security, command and operational decision making etc. ECDPM, the European Centre for Development Policy Management is a “think and do tank” that supports policy dialogue and analysis. I.A.I. Istituto Affari Internazionali, a not profit think tank with the aim of promoting the understanding of international politics. Strong security background. Atos, leader in digital services. The homeland security and defence sector specialises in security (cyber security and Privacy), crisis and emergency management and border management. Work organization Fraunhofer, leading organization for applied research in Europe. The Fraunhofer Institute for Applied Information Technology (FIT) and the Fraunhofer Institute for Communication, Information Processing and Ergonomics (FKIE) participate in the project. SatCen, the European Union Satellite Centre, agency of the Council of the European Union whose mission is to support the decision making actions in the field of the Common Security and Defence Policy. 10

12 Supporting European Civilian External Actions Preliminary observations > 100 requirements, such as – Knowledge management (forum, wiki, new comers) – Exchange of documents of different nature (incl. confidentiality / security levels) – People on the read, traveling or working from home – Compatibility of systems (HR, inventory, payments, …) – Standardization of missions, systems, procedures, … – Standard communication strategy – Connections between HQ and missions, improve situational awareness of Brussels HQ – Connection between local missions – Connection between EU and non-EU actors – Emergency communications, people tracking (sms, what’s app, ??) > flexibility but integration – Alignment with military – etc…
