2. Leadership The President is the leader of the Federal Government and the Executive Branch. He/she is the top administrator of all US laws and represents the US Government in foreign affairs. The Vice President is the second highest executive of the Executive Branch and first in line in the Presidential Line of Succession. Cabinet members oversee the day-to-day enforcement and administration of federal laws in their departments created by Congress.

3. Functions of the President President can veto or sign a bill into law. President presides over the Military (Commander-in- Chief) President can Sign bilateral treaties with other nations with a 2/3 majority approval in the Senate. Oversee the country’s day-to-day activities and agenda and make important decisions. Fill all vacancies that may happen during the recess of the Senate through writs of election. Give Congress a State of the Union and advise them on any plans that he/she fits necessary to follow to fix issues. Commission all officers of the United States.

4. Functions of the Vice President The Vice President is the President of the Senate. He/she presides over the United States Congress during joint sessions. Opens up vote count after electoral votes have been submitted. Breaks ties in the United States Senate. Succeeds the President when he/she resigns, is assassinated, or incapacitated.

5. Functions of the US Cabinet Oversee day-to-day operations of their respective departments. Enforce the laws passed by Congress. Advise the President on matters pertaining to their department. The Cabinet serves at the pleasure of the President and can be dismissed at any time the President wishes.

6. Limitations of Power The Executive Branch is not all-powerful. It has limitations. The President cannot dissolve Congress at any time. The President cannot commit a high crime and can be impeached by the House of Representatives with a majority and removed from office by a 2/3 majority in the Senate (no president has ever been removed from office; 2 have been impeached; John Tyler, Bill Clinton). The President has the power to pardon all federal crimes. The President cannot appoint members to political office. He/she needs consent from the Senate before doing so. The President can issue writs of election to fill vacancies, but they will only last until the next session of Congress. The President cannot introduce a bill into law but can influence legislative matters. If the President chooses to veto a bill, Congress can override the veto with 2/3 majority in both houses. Though the President can declare war and send troops abroad, he must consult Congress and get their approval before declaring the war official. He/she has the power to wage unofficial war for 90 days before Congressional approval.
