2 Objectives o Inform participants of the Sustainable WASH Systems BAA and process o Identify current and potential practices that can improve sustainability of WASH systems o Share next steps of the BAA process and how Missions may engage

3 Sustainability and Development Core commitment of USAID enshrined in global compacts adopted through: Paris Declaration (2005) – Aid effectiveness and its impact Accra Agenda for Action (2008) – Ownerships and inclusive partnerships Busan Partnership (2011) – Broader and more inclusive development agenda

4 A project is sustainable when it continues to function and deliver results under the momentum generated through its own local system without continued donor intervention. USAID Programming Policy detailed in ADS 201 Requires sustainability be built into USAID programs as a core operational principle USAID forward Promotes collaboration and engagement with local stakeholders and civil society USAID Water and Development Strategy (2013 – 2018) SO1: Improve health outcomes through the provision of sustainable WASH SO2: Manage water for agriculture sustainably and more productively to enhance food security

5 Broad Agency Announcement Procurement Mechanism under FAR 35 – Research and Development Contracting for acquisition of scientific study and research. A structured evaluation process consisting of ongoing –EOI Submissions and evaluations ongoing –Development of Concept Paper –Peer and Scientific Review –Award Consideration and Negotiation 5 Technical Assistance Services for the missions to improve the sustainability of WASH programs by strengthening program designs, implementation, monitoring and evaluations

6 Why have Sustainable WASH systems? Premature failure of water, sanitation and hygiene infrastructure Poor service delivery of WASH projects Billions of dollars in lost investments

7 Large scale sustainable impact requires broader coordination of individual organizations and actors working in unison to leverage the local system Convene Connect Contextualize Bring diverse actors together in partner countries to identify development challenges Facilitate interactions, alliances, and partnerships for problem-solving Collaborate with local actors to adapt, scale-up and sustain innovation and reform within local systems
