2 The main message  To built Single Digital Market we need single understanding technology  There is no single understanding of concept of Single Digital Market in LITHUANIA and even no clear ownership of the file business legal framework policies

3 EU policies  A part of EU pillar for Single Market with clear legal basis – art. 26 and art.114 of the Treaty on the functioning of the EUROPEAN UNION  A part of Digital Agenda, one of the flagship initiatives of the strategy EU 2020 – Digital Single Market to be completed by 2015  The ownership: The Competitiveness Council? The Telecoms Council? Other formations?

11 Findings  Digital Market is not about replacing Traditional Markets  Digital Market is an addition to Traditional Markets – legal delimitation of those markets is an issue  Digital Market is not only about digital products and services it is also about new space – the cyberspace  Digital Market is about data (information, knowledge) management with the aim to grasp the added value
