2 QA Turnaround Areas Identification, development and registration of occupational qualifications. Review legacy qualifications(clean-up) and align them to the QCTO. Development of a systemic and revised learning programmes management system.

3 QA Turnaround Areas(Continued) All outstanding SLAs signed with the QCTO. Proper management of QDPs and AQPs. Introduce and communicate change management in relation to QCTO new landscape.

4 Appointment as DQP and AQP The FPMSETA has been appointed as the Development Quality Partner (DQP) for numbers of qualifications by the QCTO. The FPMSETA has been appointed as the Assessment Quality Partner for the Occupational Certificate Qualifications by the QCTO. The various sectors have agreed to the FPMSETA being the AQP for a number of qualifications. As more qualifications are being registered, the FPMSETA requests extension of scope to include these qualifications into its AQP jurisdiction. The AQP for Trades, is NAMB.

5 Holistic Approach to Qualifications Development The FP&M SETA has allocated funding for occupational qualification development processes. In the context of qualification development, the FP&M SETA has decided to allocate funds to the projects in phases: Phase 1:Development of Occupational Qualifications and Trades. Phase 2:Development of External Integrated Summative Assessments (EISA) and data bank of assessment questions and model answers. Phase 3:Development of Learning Material to standardize across the sub-sector In order to execute this function effectively and efficiently, the FP&M SETA has entered into partnerships with industry bodies/ associations and delegated some of the DQP functions and responsibilities to these bodies / associations.

6 Partnerships with Industry Partnerships have been formalized with SLA’s with the following industry partners: AMSA – Clothing, Sawmilling SA – Wood Products, NULAW – Footwear and Leather, PAMSA – Pulp and Paper, Printing SA – Printing and Packaging, Publishing SA – Publishing, SABMEO – Textiles, SAFCA – Forestry, WCFI - Furniture.

7 Qualifications Identified for Development A number of 50 qualifications were approved for development in 2014 and 2015 and applications submitted to the QCTO. These qualifications are all in various stages of development / submission / processing by QCTO. – Clothing: Sewing Machine Operator – Clothing: Clothing, Home Textiles and General Goods Cutter – Clothing: Apparel and related pattern maker and grader – Clothing: Work Study Officer – Clothing: Apparel & Related Machine Mechanic – Footwear: Footwear Cutting Production Machine Operator – Footwear: Footwear Handlacer / Inter-lacer – Footwear: Footwear Bottom Stock Production Machine Operator – Footwear: Footwear Lasting Production Machine Operator – Footwear: Footwear Finishing Production Machine Operator

11 Progress: Qualification Development Occupational Qualifications and Part Qualifications Registered by the QCTO: Number: 5 Occupational Qualifications Occupational Qualifications in Public Comment: None Occupational Qualifications recommended to SAQA: 3 Occupational Qualifications Occupational Qualifications submitted to QCTO and still in process: A total of 17 qualifications and 26 part qualifications (additional to those mentioned above) were submitted to the QCTO and feedback is being awaited.

12 The New Qualifications Landscape Training providers will be required to re-apply FP&M SETA to be accredited for newly developed QCTO qualifications. Legacy qualifications will become redundant. Grants will be approved based on the new QCTO model. Funding will be directed through the Quality Development Partners(QDPs) and the Assessment Quality Partners(AQPs). All the certificates, including the trades will be printed by the QCTO

13 AQP Function: Progress (cont.) Being proactive: The FPMSETA will fulfill its responsibilities as AQP in partnership with the respective sectors. Agreements have been established and funds have been allocated to the respective industry bodies / associations. A roadshow has been conducted where the QCTO staff had an opportunity to discuss the assessment aspects with the respective sectors. This presentation was made to the sectors that has progressed well with the development of qualifications and have submitted at least one qualification to QCTO for registration: – Clothing – Footwear – Forestry – Furniture – Publishing – Textiles – Other?

14 AQP Function: Progress (cont.) Development of Assessment Documentation: QAS Addendum The QCTO require a QAS Addendum to be completed for each qualification. This process is being funded by the FPMSETA for each of the above occupational qualifications. The FPMSETA regards the involvement of the subject matter experts in this process as of utmost importance. Various sectors have progressed with the QAS addendum and had formal sessions in this regard and first draft QAS documents are emerging from the process. The sectors are: – Clothing – Footwear – Furniture – Textiles

Development of Assessment Documentation: Databank of Assessment Tools: One of the responsibilities of the AQP is to establish a databank of questions and model answers for each qualification or part qualification. This activity follows on the development of the QAS document. The FP&M SETA recognizes the involvement of the subject matter experts in this process as of utmost importance. Processes to generate this databank are in progress in various sectors: Footwear Textiles

16 AQP Function: Progress (cont.) Development of Learning Material: The FP&M SETA has allocated funds for the development of learning material for each occupational qualification developed. The FP&M SETA recognizes the involvement of the subject matter experts in this process as of utmost importance. The FP&M SETA sets minimum standards for the learning material and will approve the learning material.

19 Development of New Qualification System Accreditation of Skills Development Providers (SDP): Occupational Qualifications and Trades: The QCTO is the responsible body for the accreditation of skills development providers. All service providers intending to offer any occupational qualification, part qualification or trade must apply for accreditation with the QCTO. Existing Qualifications and Unit Standards: These received blanket renewal until 2018 with a further teach out period till 2022. The FP&M SETA is the responsible body for the accreditation of service providers offering these qualification and unit standards.
