2 Objectives At the end of this unit, you should be able to:  Describe key content covered in the course.  Complete the post-course test.

3 Floodplain Manager’s Job  Keep officials and the public informed and educated about floodplain management.  Upon receiving a permit application:  Make floodplain and risk determinations.  Apply NFIP regulations.  Follow the permitting process.

4 Making Floodplain/Risk Determinations  Find the correct map panel.  Locate the property on the map.  Identify the Flood Insurance Risk Zone.  Determine the BFE at the property using:  FIRM data.  Flood Insurance Study data.

5 Estimating / Determining BFE  Apply regulations in Approximate A Zones.  Use contour interpolation / data extrapolation to determine BFE.  Determine the need for and coordinate the map change process.

6 Applying NFIP Regulations Remember that NFIP regulations build from the minimum to the most restrictive.  No Flood Map (minimum)  Approximate Zone A: SFHAs identified  A Zones With BFEs  A Zones With BFEs and Floodway Data  V Zones: Coastal High Hazard Areas (most restrictive)

7 Following the Permitting Process  Review application package for:  Completeness.  Compliance with technical requirements.  Approve or deny the application.  Inspect the site / work.  Relate community building codes to floodplain management.

8 Relating Floodplain Management to Flood Insurance  Describe flood insurance terms and conditions.  Explain:  How building elevation options affect insurance costs.  How insurance ratings relate to floodplain data.  How to use a 1316 Declaration as an enforcement tool.

9 Addressing Floodplain Management Concerns  Enforce substantial improvement and substantial damage requirements.  Deal with legal issues.  Use the Elevation Certificate.
