2 USA Funds: Completion with a Purpose Why: Gallup Survey Findings: 13% of all American’s - Believe that higher education institutions in the US are graduating students with the skills and competencies employers need. 98% of Colleges – Are extremely or somewhat confident in our institution’s ability to prepare students for the workforce. 11% of Employers – Believe that higher education institutions in this country are graduating students with the skills and competencies businesses need.

5 4 Strategic Initiative Areas Employer Engagement Industry engagement through the HBR and Chamber of Commerce of Hawaii to determine both immediate just in time training needs and longer term STEM pathway/pipeline improvements Innovative College and Career Preparation Develop the System Center of STEM Education Support to develop and offer programs identified by employers Measuring College Value Improves student data tracking of UH Graduates Key Education Transitions Engagement with Hawaii DOE Incumbent Worker Training with DLIR Workforce Development Division

Community Engagement Industry Engagement Workforce – Sector Analysis Working with the Chamber of Commerce and the Hawaii Business Roundtable to convene industry led discussions on requisite skills that employers need in the identified fields of STEM industries and occupations. UHCC Workforce Development Office is working with the Chamber on identifying Labor Market Analytics that will help employer gain a macro perspective on employment in STEM industries and occupations EMSI Developer (New EMSI tool constructions around cluster economic development) Burning Glass (Real Time Posting Analytics) Develop Sector Strategy Capabilities – Contracted COECON Initial Meeting with Business and Industry Leaders (November 23, 2015) Prototype sector partnership with Chamber and HBR

Community Engagement Outcomes: Generate a roster of business, industry and government official to participate in sector strategies Develop industry sector strategies by county for STEM related industries Develop 12 industry sector plans, 3 per county that include pathway and/or Just in time training opportunities that increase Hawaii’s workforce capacity in STEM related occupations that drive economic development for STEM Industries.

Innovation and Career Readiness System STEM Education Center Creating and strengthening of flexible and relevant STEM education pathways aligned with industry needs, particularly for under- represented students Physical Location: 200 North Vineyard BLVD, Suite 420 Honolulu, HI 96817 Program Manager: Starting Monday, March 7, 2016

Innovation and Career Readiness Develop System STEM Education Center Based on the results of the industry engagement and sector analysis Coordinate the development of new employer validated workforce training programs that address industry challenges and help drive Hawaii Hawaii’s STEM industry. Enhance Credit Pathway Programs Develop Just-In-Time Programs Annual Conference (Hawaii STEMFEST) to promote STEM education Hawaii STEM Assets and Resource Clearing House (SEARCH) An annual report detailing and highlighting STEM education in Hawaii Establish STEM Network Working closely with STEM departments in 2-yr and 4-yr campuses on various NSF, NIH, ONR, NSA grants to blended education, research and workforce development to conduct education outraech

Measuring College Value Transform Existing Data Systems and Integrate and Visualize Data on Student and Workforce Outcome Preparation of analysis of UH graduates that work in other states and an analysis of Hawaii high school students who go to the universities in other states and their work patterns throught the WICHE multi- state project. Integrate with the UHCC OVPCC Academic Affairs Labor Mapping Project with a focus on STEM education. Uses labor market forecast data to provide students and stakeholders with occupational forecast in high demand jobs associated with majors. Create system to enable programs to better track on-time completion progress through designated pathways particularly in STEM fields.

Key Education Transitions Partnership with State of Hawaii DOE Pipeline Initiatives Early college/dual credit STEM Courses – Hawaii DOE and UH System will establish a STEM Pathways Collaboration to align course credit and insure HiDOE students are prepared for Higher Education courses in STEM. Council of Chief State School Officials – Career Readiness Initiative Partnership with Hawaii’s Public Workforce System Lifelong Learning for Incumbent Workers – Supporting employees in STEM occupations through the Employment Training Fund. Creating Just In Time Hybrid programs in partnership with Workforce Development Division integrating both Internship Programs and On the Job Training programs with workforce training.
