(1) No person shall import any plant, animal, carcass, fish, agricultural produce, soil or microorganism without a permit, licence or certificate issued under this Act. 8 Soft Implementation (Phase 1) (01 Jan 2014 – 15 March 2014) IssueAction WITHOUT IP & PC Allowed importation without IP & PC Subject to existing quarantine inspection & sampling requirements. If interception of quarantine pest or regulated non-quarantine pest, consignment will be refused entry. Plant Biosecurity Division

9 Soft Implementation (Phase 2) (16 March 2014 – 30 June 2014) IssueAction WITHOUT IP & PC Subject to existing quarantine inspection & sampling requirements. If interception of quarantine pest or regulated non-quarantine pest, consignment will be refused entry. Recorded as non-compliance & notification will be sent to the exporting countries.
