S TANDARDIZATION IN I NDIA AND R OLE OF BIS  Standardization activity in India started with establishment of Indian Standards Institution (ISI) in 1947  Bureau of Indian Standards (BIS) took over work of ISI through enactment of BIS Act (1986) by the Indian Parliament Objectives: Harmonious development of activities of standardization, marking and quality certification Conformity Assessment Anything connected therewith and incidental thereto

H OW S TANDARDIZATION FOSTERS INNOVATION – I NDIAN E XPERIENCE Innovations through standards in India :  Deep well hand pump, where the design and entire technology was packaged in the series of standards published in India and later adopted by several developing countries in Africa and Asia.  Nylon knitted seamless gloves for tobacco harvester  HDPE/PP woven for packing food grains - standard prescribes an anti-slip weave pattern technology that prevents slippage of bags during storage.  Use of flyash in portland pozzolana cement leading to efficient use of a waste of thermal power & saving precious natural resources  Bamboo mat corrugated sheets  Coir veneer boards ISO initiative on clean cook stoves and clean cooking solutions is another example.

8. H OW S TANDARDIZATION IS AN INSTRUMENT FOR ENSURING STATE POLICY The State policy objectives like -Protection human health & safety -Protection of environmental -National security requirements -Prevention of deceptive practices can be achieved through the instrument of Technical Regulations..

R EGULATORY F RAMEWORK IN I NDIA Regulators Ministries and Departments of Government of India in their areas Specialized Regulatory Bodies Examples Petroleum and Explosive Safety Organization (PESO) - Regulation related to LPG cylinder, Valve and Regulators Food Safety and Standards Authority of India(FSSAI) - Regulations related to Food Petroleum and Natural Gas Regulatory Board (PNGRB)- Regulations related to refining, processing, storage, transportation, distribution, marketing and sale of petroleum, petroleum products and natural gas National Standards Body The Bureau of Indian Standards (BIS) acts as the National Standards Body providing support to regulators through standards. Conformity Assessment Body BIS also provides conformity assessment services

10. R EGULATORY F RAMEWORK IN I NDIA In India regulatory bodies are using different approaches to specify requirements. Directly referring to Indian Standards (National standards developed by the BIS) in their regulations, Developing their own standards e.g. FSSAI Direct reference to International standards e.g. Indian Boiler Regulations, Toys Wherever corresponding International Standards exist, BIS has harmonized 85% of its standards with international Standards(ISO and IEC)

11. R EGULATORY F RAMEWORK IN I NDIA Technical regulations mean compliance to standards and requirements In India there are 100 products for which BIS Certification is compulsory. Another 30 electronic & IT products have been regulated through 3 rd party (i.e BIS) conformity assessment based on self declaration of conformity by manufacturer

W AY F ORWARD BIS in collaboration with CII is planning to initiate a study on the impact of Standards on MSME industry, which would help in: Bringing out the benefits due to use of standards (like increase in productivity, growth, efficiency, trade and innovation in different sectors of MSME industry) Bringing out the impact of standards on the country’s economy Bring grassroots innovations to Technical Committees for transforming them into standards Involve young professionals in standardization
