2 Definition Creating a group of acquaintances and associates and keeping it active through regular communication for mutual benefit. A supportive system of sharing information and services among individuals and groups having a common interest Networking is based on the question "How can I help?" and not with "What can I get?" 4 th Conference of RALI, Baku 20/21.11.2012

3 Common interest? The common interest of all participants is the enhancement of Safety and Health at work, how to promote and how to implement the proper enforcement policies. 4 th Conference of RALI, Baku 20/21.11.2012

4 Levels of Networking  On international level the ILO is setting standards and offering support for the implementation of these standards  The enforcement practitioners are organized in IALI as a platform for the exchange of experiences  World Bank is supporting developments by funding  EU has funding tools for the adaption to European Standards and to the “aquis Europeenne”  On national levels social partner organisations are involved with the government via social dialogue   And other relevant activities 4 th Conference of RALI, Baku 20/21.11.2012

5 The challenge How to bring the different levels of organization together to achieve set goals? Build regional alliances of OSH institutions under the umbrella of IALI Get Commitment of international and European institutions (ILO Baku and Moscow, EUD) Get Commitment of international and European institutions (ILO Baku and Moscow, EUD) Organize regional conferences on these issues 4 th Conference of RALI, Baku 20/21.11.2012

6 How to do it? Close cooperation between both projects (sitting together in one office) SUPSLIS: Implementation by Education and training on health and safety issues with specific attention to high risk sectors of activity ECSLIS: Strengthening capacity of the State Labour Inspectorate to operate their missions according to an integrated and preventive approach Goal: Support for the enhancement of the SLIS 4th Regional conference, Baku 20/21.11.2012

7 ECSLIS The WB project “enhancing the capacity of the State Labour Inspectorate” (ECSLI) comprises five main objectives, which can be summarised as:  Reinforcing occupational safety and health legislation and standards  Creating adequate conditions for social dialogue at national and enterprise level  Strengthening capacity of the State Labour Inspectorate to operate their missions according to an integrated and preventive approach  Modernizing the central laboratory and regional occupational safety laboratories  Promoting health and safety at the work place and raising public awareness on occupational health and safety 4th Regional conference, Baku 20/21.11.2012

8 SUPSLIS With regard to health and safety, the Parties (SLIS and RTA) shall develop cooperation between them with the aim of improving the level of protection of the health and safety of workers. The cooperation includes notably:  Education and training on health and safety issues with specific attention to high risk sectors of activity;  Development and promotion of preventive measures to combat work related diseases and other work related ailments;  Prevention of major accident hazards and the management of toxic chemicals;  Research to develop the knowledge base in relation to working environment and the health and safety of workers. 4th Regional conference, Baku 20/21.11.2012

9 Achievements made towards OSH application, with support of the World Bank  An agreement between social partners and SLIS/MLSPP on the Statute for the establishment of the National Tripartite OSH Council and the official establishment of the Council (signed January, 2012);  The recommendations on the functions and scope of activity of a new tripartite National Tripartite OSH Council;  A Manual for inspectors was developed, including inspection practice, enforcement strategy, accident investigation;  Code of Conduct on Ethical Rules for Labour Inspectors of SLIS, compliant to ILO/IALI standard code of ethical/professional behaviour and with ILO convention 81;  Specialized portable monitoring equipment for the “suitcases” for inspectors of SLIS, as well as the instruments for the mobile laboratory vehicles (“ambulances”).  Training Needs Analyses of SLIS prepared, and number of trainings carried out within and outside of the country for inspectors of SLIS (Bulgaria, Dresden Academy, etc.) 4th Regional conference, Baku 20/21.11.2012

10 Achievements made towards OSH application, with support of the European Union o Specification for OHS management system is prepared o Indicators to monitor OHS inspection are set up o New operational documents and procedures on OHS are developed and Labour inspectors are trained to use them o Strengthened training capacity on occupational health and safety through a train-the-trainers approach o More efficient communication tools are created and technical needs for Inspectorate’s laboratory defined 4th Regional conference, Baku 20/21.11.2012
