2 Budget Appropriations  Governor Snyder signed (SB 801) budget on June 27.  MTG will have a slight increase ($35,021,500) in appropriations, but MCS stays at level funding ($18,361,700). This does not mean that the award amounts will be the same in 2016-17 as they were in 2015-16. The number of eligible applicants vs. appropriated number determines individual award amounts.  TIP will receive a $4.5 million increase for a total of $53,000,000.  DE received slight increase ($1,507,600).  CVTG/STG remained at level funding ($1,400,000).  FFS remained at level funding ($750,000).

15 MiABLE  The Achieving a Better Life Experience (ABLE) program was created to encourage and assist individuals and families in saving funds for the purpose of supporting individuals with disabilities to maintain health, independence, and quality of life.  The law allows certain people with disabilities to have special savings accounts (ABLE accounts) for disability- related expenses without losing eligibility under Supplemental Security Income (SSI), Medicaid, and certain other public benefits.  RFP, currently in process.

17 Michigan Nursing Scholarship  Notified aid offices in May 22 GovDelivery message.  The Michigan Nursing Scholarship funds have been depleted to a level where we are unable to commit to making awards for 2016-17.  Funding for this program is generated by repayments made by past recipients who failed to meet either the work or enrollment requirement which caused their scholarship to revert to a loan.  We anticipate that funds will be available for awarding during the 2017-18 academic year.

18 Tuition Incentive Program  The 2016-17 TIP award amount for private/independent colleges is $102/credit hour.  Status of 3 rd /4 th Quarter payments.  TIP letters no longer need to be saved in student file, beginning with the 2016-17 year.

20 Fostering Futures Scholarship  Due to the increase in applicants, the award amount was reduced from $3,000 to $2,250.  Award is a combination of TANF funds, Appropriated General Fund dollars, and Charitable funds.  Award breakdown: $1,000 per semester towards tuition/$125 per semester towards room and board/books and supplies.

21 MCS/MTG Year-End Balancing  The 4 th Quarter certification deadline is July 8 and payment is scheduled July 22.  The 4 th quarter payment will not be issued to your institution until all students have been certified.  Institutions must be in balance no later than July 31.  Provided instructions on year-end balancing in May 27 GovDelivery message.

22 Calculations of Awards  With all State of Michigan aid programs, tuition and fees are calculated by actual tuition and fees. Calculation of awards needs to be reviewed in this manner when determining eligibility. Aid is awarded on a semester basis and awards should be adjusted accordingly based on actual tuition/fees, aid order, and per semester/term.

23 Budgets within MiSSG  In September, aid offices need to submit their budgets to SSG. The budgets will be 2016-17 institutional budgets that we will use in 2017-18 awarding.  For 2016-17 awarding, we are using the budgets currently within MiSSG (2015-16 institutional budgets).

24 MiSSG Access All accounts will need new agreements in early Fall. New agreements can now be completed with electronic signature and submitted electronically.

33 Institutions must enter standard tuition rate, not tiered tuition rates. Tiered tuition rates will not be accepted. Students will only be paid at the lowest resident rate, In-District rate, and Out-of-District rate depending on the institution type.

35 Payments In MiSSG, payments will net out for TIP. Institutions will not be required to submit refund checks throughout the year. Refund adjustments will be made in MiSSG. Example: If a student withdraws in the 1 st Quarter, instead of mailing back a $1,800 check, the institution’s account would reflect ($1,800) and in the 2 nd Quarter if the payment was $20,000, the institution would receive $18,200 ($20,000-$1,800).

36 TIP Reimbursement Request

37  Upload Students for Reimbursement will be very similar to the current upload feature within MCS/MTG. This feature is currently being worked on by our vendor. This feature will allow users to upload a listing of students and reimbursement information.  Online Reimbursement Request allows individual reimbursement requests.  TIP students need to go to the student portal to indicate institution. Our Outreach Team will promote this to TIP students. Reimbursement requests can only happen if the student is assigned to your institution. You can also request that the student record is transferred to your institution by contacting SSG at 1-888-4-GRANTS (888-447-2687).

43 Adjusting Payments Can edit student record before it’s paid. After it’s paid, go into Student Payment History and click on the transaction link that needs to be adjusted.

48 Responses from TIP Lookup  The student has not completed the application.  The student’s eligibility period has ended.  The SSN entered does not match any TIP students.  A record exists for student; however, they are not at your institution. To transfer this student to your institution, please contact SSG at (888) 447-2687.
