3 3 Pavement Management Pavements are one of the largest capital investments of Eagle County. Limited funding requires prioritization of maintenance needs Pavement Management provides an analytical approach Eagle County initiated a Pavement Management Program in 2003

6 6 Methodology 2011 Surveyed all Asphalt Roads – Evaluated for seven distress types: Alligator cracking, cracking, raveling, patching, rutting, shoving and settlement The most prevelent distress is rated for severity Pavement Condition Index (PCI) – The PCI is calculated by a two-step process Deduct curves for each distress are programmed in the software Deductions are totaled and subtracted from 100

7 7 Methodology Condition Description Pavement Condition Rating Description Excellent91-100Pavement structure is stable, with distresses in low density and severity. Roadways in this category are usually fairly new or recently repaired. Good81-90Pavement structure is stable, but may have surface erosion or minor cracking, which is generally hairline and hard to detect, minor patching, and possibly some minor deformation. Riding qualities are very good. Fair66-80Pavement structure is generally stable with minor areas of structural weakness evident. Cracking is easier to detect. The pavement might be patched, but not excessively. Although riding qualities are good, deformation is more pronounced and easily noticed. Poor51-65Roadway has areas of instability, marked evidence of structural deficiency, large crack patterns, heavy and numerous patches, and very noticeable deformation. Riding qualities range from acceptable to poor. Spot repair of the pavement base may be required. Critical0-50Cost of saving the pavement structural section would equal or exceed complete reconstruction of roadway

10 10 2012 Results Current Pavement Condition – Asphalt ratings from 6 (Critical) to 100 (Excellent) – Average asphalt rating of 66 (Fair) – 2003 asphalt ratings from 55 (Poor) to 100 (Excellent) – 2003 average asphalt rating of 86 (Good)
