2 Karelia ENPI CBC Continues the work implemented already in Interreg II and III A Karelia Programmes as well as Euregio Karelia Neighbourhood Programme since 1996 Objective to get concrete and permanent results and impacts from the cooperation Intention to develop the strategic guidance of the cooperation (leading to strategic choices in the implementation of the programme) Projects have to be finalized by the end of 2014

3 Karelia ENPI CBC, structures Joint Monitoring Committee (JMC) the highest decision making body (12 members – 6 from Finland and 6 from Russia, EC as an observer) Joint Selection Committee (JSC) evaluating the Project proposals (12 members, 6+6) Joint Managing Authority (JMA) taking care of the everyday management of the Programme (Located in the Council of Oulu Region) Branch office in Petrozavodsk helping and supporting the JMA and different stakeholders in the implementation of the Programme (dissemination of information being one of the key tasks)

4 ENPI CBC Programmes: Programmes have been prepared to respond to common needs at local and regional level – a strong regional and local focus! Programmes have one single budget, common management structures, a common legal framework and implementation rules giving a fully balanced partnership between the participating countries.

5 Funding of the Programme Total 46,4 M€ EU 23,2 M€ Finland11,6 M€ Russia11,6 M€ An own contribution minimum of 10 % is requested from all projects.

7 Priorities and implementation of the Programme Programme has been devided into two priorities: Economic Development Quality of Life Implementation of the Programme with thematic call for proposals – objective to launch total of 6 thematic calls during 2010-2012 In addition to call for proposals a possibility to implement Large scale projects is under negotiation (investment projects with infrastructure nature)

8 Thematic Call for Proposals 1 st call 2010: Cross-border solutions for spatial, economic and environmental development (11 projects already started the work) 2 nd call 2011: Tourism cooperation: added value for the local economies 3 rd call 2011: Forest-based cooperation and sustainable energy solutions 4 th call 2012: Cultural interaction as a booster for cross-border cooperation 5 th call 2012: Balanced social and economic wellbeing 6 th call 2012: Sustainable exploitation of natural resources Calls shall be implemented as restricted calls (1st the competition of ideas and the best ideas will be invited to submit the full application)

9 Main principles of the thematic approach to Programme implementation (1) Theme –specific objectives and indicators shall be defined for each call In the selection process such projects are searched, which correspond best with the objectives of the call (note: the quality requirement!) Projects working under the same theme are implemented simultaneously (added value from the cooperation between the projects) Regular thematic meetings between the projects (at least once a year)

10 Main principles of the thematic approach to Programme implementation (2) Ex post evaluation of the results of themes and the projects Objective to direct the funds into most important sectors of cooperation and to strengthen the impacts of the Programme activities Objective to find synergies and cooperation with other Programmes – and also to avoid duplication (not to do same things in many different Programmes)

11 Preparation of the Wellbeing –call The starting point comes from the Joint Operational Programme (JOP) where wellbeing has been defined as one of the key priorities of the Programme The results and experiences from the previous programmes and projects will be utilized Synergies, cooperation and coordination with other relevant Programmes and stakeholders will be checked (NDPHS being the most important one operating on multilateral level) Discussion with national and regional level stakeholders (to get the updated information about the situation in the theme in question)

12 Preparation and launching of the Wellbeing –call Based on the information and data collected a proposal for the priorities and objectives of the call will be created Joint Monitoring Committee of the Programme shall approve the Guidelines for the call (including the priorities, objectives and the funding of the call) Objective to launch the wellbeing call in February 2012 Indicative Programme funding for the Call: 3 000 000 €

13 Cooperation with NDPHS Cooperation could be on two levels: 1.Cooperation to support the definition of the priorities and objectives for the call 2. Cooperation on the activity / project level Joint efforts could include: exchange of information cross-checking of the ongoing activities and building of bridges between the projects comparison of future priorities and activities to foster the impacts of the implemented actions with cooperation and coordination

14 Benefit and Projects ENPI CBC is a cooperation programme, which benefits regions in both participating countries (Programme area!) Projects need to have a minimum of one partner from both sides of the border
