4. Pendleton Civil Service Reform Act federal law established in 1883 that stipulated that government jobs should be awarded on the basis of merit. The act provided selection of government employees competitive exams, rather than ties to politicians or political affiliation. It also made it illegal to fire or demote government employees for political reasons. To enforce the merit system and the judicial system, the law also created the United States Civil Service Commission.

5. Gramm-Rudman-Hollings Act passed on December 11, 1985. It set a series of targets for eliminating the federal budget deficit by October 1, 1990. If Congress and the president failed to agree on voluntary spending reductions, the law called for automatic cuts of the necessary percentage from each item in the budget. One-half of the cuts were to come from domestic spending and one-half from defense spending. On July 7, 1986, the Supreme Court struck down the automatic-cut provision
