2 Class Size Pupil-Teacher Ratio Requirements Regular CSR: Pupil-teacher ratios Kindergarten – 21:1; Grades 1 and 2 – 17:1; and Grade 3 – 20:1. This is program is currently funded through Senate Bill 515 Section 16. Alternative CSR: Pupil-teacher ratios Kindergarten – 21:1; provides flexibility in implementing Pupil-teacher ratios in grades 1 through 6 for school districts other than Clark and Washoe Counties. Grades 1 through 3 – 22:1 and Grades 4 through 6 – 25:1. This program is authorized through NRS 388.720. 2

3 CSR Plans & Variance Requests Approval Categories APPROVE 3 Star or Higher; Fewer than 6 pupils over the pupil-teacher ratio; Measureable district-level CSR Plan; and Individualized CSR school level plan. APPROVED – WATCH LIST 1 or 2 Star school; 6 or more pupils over the pupil-teacher ratio; Measureable district-level CSR Plan; and Individualized CSR school level plan. NOT APPROVED No measureable district-level CSR Plan; and/or No individualized CSR school level plan. 3

4 FY 2016 CSR Variance Requests: First Quarter Recommended Approval Projected vs Actual The projected CSR Variance Requests were approved for the following twelve school districts by the Nevada State Board of Education. Listed are the actual variance requests for FY16 1 st Quarter. 5 FY 2016 CSR Variance Requests Recommended Watch List Projected vs Actual The proposed CSR Plans and Variance Requests for following eight school districts were approved; however, due to a variety of reasons, the variance requests were placed on a “Watch List” by the Nevada State Board of Education. Listed are the actual variance requests for FY16 1 st Quarter. 6 New Watch List Variance Requests – Clark: 22 additional variance requests to be put on the watch list due to ratio being six or more over the required pupil-teacher ratio. – Nye: Three additional variance requests recommended to be put on the watch list due to placement in 1 or 2 star schools. – Washoe: 16 additional variance requests recommended to be put on the watch list due to placement in 1 or 2 star schools. – White pine: One additional variance request recommended to be put on the watch list due to placement in a 2 star school. 6

7 Variance Requests for Kindergarten Approval of Kindergarten Class-Size Variances over Pupil-Teacher Ratio 25:1 School Districts Section 32 of S.B. 515 authorizes the State Board of Education to grant a variance to a remote and rural school that has a Kindergarten pupil- teacher ratio over 25:1 – Elko One variance requested rural Kindergarten ratio over 25 (attached justification) – Lyon One variance requested rural Kindergarten ratio over 25 (attached justification) 7

8 Variance Requests for Kindergarten Approval of Kindergarten Class-Size Variances over Pupil-Teacher Ratio 25:1 Charter Schools This is the first year charter schools have been included in CSR funding and reporting processes. Due to late approval of the legislation, charter schools already approved budgets for FY16 and planned class sizes. NDE staff is working with Charter Schools to ensure classes meet the desired pupil- teacher ratio in FY 2017. – Founders Academy – 26:1 – Imagine School at Mountain View – 30:1 – Nevada Virtual Academy – 35:1 – Nevada Connections Academy – 46:1 – Quest Academy Preparatory Education – 26:1 8

10 Quarterly Report to the Interim Finance Committee  Nevada Revised Statute 388.700 requires the Board, on a quarterly basis, to submit a report to the IFC on each variance requested by a school district. The report must identify the school for which the variance was granted, as well as provide justification for the variance.  The proposed report, which is in your packet, is provided for your review and possible approval to be forwarded to the IFC at their next meeting.  This report is similar to the reports previously approved by the Board and contains the information presented to you today. 10

11 Action Required Approval of Established and New Variances These 13 Districts either had a reduction, no change at all in variance requests or the variances are not on the watch list. - Carson - Churchill - Douglas- Elko - Esmeralda- Eureka - Humboldt - Lander - Lincoln- Lyon - Mineral- Pershing - Storey 11
