BACK TO BASICS Quality Assurance and Validation Gaseous NAAQS Pollutants (O3, NO2, SO2, CO) By Kendall Perkins May 17, 2006

Gaseous Quality Assurance Gaseous QAPP (Quality Assurance Project Plan) –DQOs (Data Quality Objectives) –MQOs (Measurement Quality Objectives)

DQO’s Judge compliance with and/or progress made towards meeting the gaseous pollutant NAAQS; Activate emergency control procedures that prevent or alleviate air pollution episodes as well as develop long-term control strategies; Observe pollution trends throughout the region, including non-urban areas; Provide a data-base for research and evaluation of the effects: urban, land use, and transportation planning; development and evaluation of abatement/control strategies; and development and validation of diffusion models.

MQO’s MQO’s are designed to evaluate and control various phases of the measurement process to ensure that total measurement uncertainty is acceptable for the DQOs This is what we do – considered to be “Basics”

MQO’s –Shelter Temperature –Equipment Type –Completeness of Data –Challenging an instrument Calibrations/Checks Precision Checks Audits

Shelter Temperature ( 20 – 30 C o )

Low voltage fluorescents Other Considerations for Temperature Regulation Shade Windows Insulation factor Clean A/C and Heater units

MQO’s (con’t) –Equipment – specified (pick from a list) –Completeness – 75% (Minimize Downtime of Analyzers) Expedite Checks (Do not sacrifice quality) Quick response to failure Have replacement unit ready Preventive Maintenance

Calibrations/Cal Checks DES does a Monthly Cal Ck on all active analyzers (requirement is every 6 months). One person does all calibrations Dedicated Transfer Standard Dedicated multiblend (NIST Traceable)

Traceability of Ozone EPA Standard Primary Standard Transfer Standard Station Calibrators Analyzer

Other Traceability Gas and Flow Laboratory Standard NIST or NBS Manufacturer Transfer Standard Station Calibrators Analyzer

Audits Same as Calibration Checks in application –Different Transfer Standard –Different Person –Different multiblend audit gas –NIST Traceable Flow (same)

Precision/Span/Zero Checks Manual –Person must be present –Once a week in frequency –Outdated Equipment Automated –Takes place without anyone at site –Twice a week –Still need to visit on occasion –Cost

Validation Step 1 - Every day we review previous days data from Daily Data Review Form Start Invalidation List from DDR (All data are considered good until proven bad (hence, we have a Data Invalidation List – not a Data Validation List)

Gaseous Validation (Cont) Step 2 –Research Temperature Excursions From Site Visit Log Sheets (record Min/Max on P- check sheets) Step 3 –Print out QA Report from Dbase for each parameter - Review

Data Invalidation (cont.) Step 4 - Research other issues Step 5 – Send DIL to Data Manager for entry into AQS (example of DIL)

Gaseous Data Invalidation – December 2004 thru February 2005 Except TEOM and Ozone (Ozone data for mapping only) DateStation Parameter Time BlockReason 12/3/04Main St. NashCO1000“P” code suggests power failure 2/24 thru 2/25 1100 on 2/24 thru 0700 on 2/25 Bring data back – Channel left down inadvertently 12/7 thru 12/8 ExchangeMET1900 on 12/7 thru 0800 on 12/8 Frozen 12/22SO21100Part of P-check – invalidate – However the 1000 data is good. 1/5 thru 1/7 1100 on 1/5 thru 0700 on 1/7 Frozen 2/10 thru 2/12 2200 on 2/10 thru 1000 on 2/12 Frozen

Questions ?? Help ?
