2 Strong Neighborhood Initiative Street Repairs  The Strong Neighborhood Initiative program is in addition to the annual street resurfacing project in the City Capital Improvement Program (CIP), funded by Measure K and state/federal grants  Priorities for the CIP are set by our Pavement Management System, which uses a numerical ranking of all street sections by Pavement Condition Index (PCI).  PCI 100=New street, PCI 0=Dirt street

8 Street Repair Program  The Capital Improvement Program consists of minor repairs and crackfilling, various surface sealant treatments such as microsurfacing and cape-seals, and resurfacing/overlay  The Capital Improvement Program is prioritized to prevent streets from degrading into the next repair category, to avoid the need for complete reconstruction which is very expensive (at least 4-5 times the cost of an overlay)

9 Scope of Strong Neighborhood Initiative Funded Work  Surface sealant treatments are not eligible for this program. Work is restricted to resurfacing  Street repair project consists of isolated base- failure repairs and crack-sealing, followed by edge-grinding at the gutter line, installation of geo-textile fabric, and paving with 2” overlay of hot-mix asphalt concrete  Overlay provides a good riding surface, and provides a water barrier and longer structural life to the roadway

10 Scope of Strong Neighborhood Initiative Funded Work  Adjustment of utility maintenance hole covers and replacement of pavement striping and markings will be done following completion of paving  At public input meetings in South Stockton, installation of wheelchair curb ramps at specific locations was requested  Total of 44 curb ramps will be constructed in South Stockton zone in addition to overlay

11 Priorities for Strong Neighborhood Initiative Street Repair  Pavement Condition Index values that are used for establishing annual Capital Improvement Program priorities were also used for setting Strong Neighborhood Initiative priorities  Streets that are in poorest condition but still suitable for overlay had highest priority  Planned resurfacing: –11 miles in South Stockton ($2.45 M) –11 miles in Mid Stockton ($2.45 M) –16 miles in North Stockton ($3.675 M)  Work planned to be bid in February 2007 and completed by end of 2007
