5 Demographics: According to Census 2011 there are 40,340 Carers in Wirral 59.2% are providing care for up to 20 hours 14.3% are providing care for 20 – 49 hours 26.5% are providing care for 50 hours +

7 The Wirral Carers Strategy consultation asked what type of support would help them in their caring role, the results were: 1.Information and advice 2.Carers emotional support and counselling 3.Daytime activities for the person they care for 4.Care support in the home for the person they care for 5.A short break away for the Carer 6.Short breaks for the person they care for away from home 7.Carers support group 8.Carers training 9.Activities for Carers

8 Care Act 2014: Introduces new duties for local authorities to offer Carers Assessments to all Carers Promote the wellbeing of individuals with care and support needs and Carers wellbeing Preventing or delaying the development of needs for care and support Achieving a balance between Carers and the people they care for

9 Market Shaping and Commissioning: New Care Duty as of April 2015 to shape, and support the local market to deliver services across a broad spectrum The “market” includes providers, Voluntary community and faith sector provision, and self halp organisations

12 Already commissioned: Until 2016/2017 Advice 4 All (advice and information) Support 4 All (help at home, general support) Wellbeing 4 All (day services, a range of places) Advocacy (generic and specific) Services for Carers are provided in these contracts: Carers Register Carers Helpline Carers Advocacy Carers Emergency Card Scheme

13 Currently Commissioned by Wirral Clinical Commissioning Group Dementia Outreach Service Dementia Day Care Service Early Onset Dementia Service Care provided at home Carers Identification and Short Breaks Service

14 Also commissioned from DASS: 12 short break/respite beds for older people Direct Payments support service with Penderels Trust, gives flexibility A range of existing in-house provision, day services and respite for LD Externally “spot” commissioned LD/PD/OP provision A range of Domiciliary Care services 300+ externally commissioned day centre places to support dementia care, older people, acquired brain injury and LD and mental health

15 What are our priorities from the Carers Strategy? (that we haven’t already commissioned)

18 What model will we use? Could be: Alliance Commissioning Model Single organisation to cover all lots A consortia arrangement with a lead provider A mix of profit and not for profit organisations A group of providers that will add social value to Wirral Makes best use of the Wirral £££

26 Important Aspects to Remember during the Process Download all the relevant documents. Read the ‘Scope and Specification’ first Read all supporting documents Complete the online Supplier Questionnaire and attach any relevant supporting documents. Ensure you read descriptions and supplier help. Attach your tender document and submit. Keep checking the Chest for any new Questions raised by other providers DO NOT contact a Council Officer directly. A Late Submission or a submission with any missing or incomplete information cannot be accepted after the Closing Date and Time has Elapsed
