2 Purpose of the session  Provide updates on progress so far on:  Market shaping and  Market Position Statement (MPS)  Engaging with voluntary sector market  Discuss next steps

3 Market Shaping  The Care Act places new duties on local authorities to facilitate and shape their market for adult care and support as a whole, so that it meets the needs of all people in their area who need care and support, regardless of the way it is funded.  Voluntary sector has a role as: o Provider of services o To help influence and shape the market Example: Help to live at home event – April 2015

4 Market Shaping / making a difference for residents Duty on councils to facilitate diverse, sustainable, high quality services in their area. Benefits will include:  Providing people with meaningful choice regardless of who pays for their care  Greater focus on outcomes and wellbeing  Promoting quality services which include appropriately trained workforce  Providing services that respond to the fluctuations and changes in people’s care and support needs

6 Provider Reference Group AreaDetails Membership Wide range of providers from following areas : home support, learning disabilities, nursing and residential care homes, personalisation, voluntary sector (e.g. CILS and Carers Hub) Frequency Monthly Role and responsibilities of the group Review the current Market Position Statement and highlight areas for development and clarification Represent the views of their sector fairly Develop ideas and generate solutions in order to provide high quality services for residents of Richmond Promote innovation and partnership working Liaise with others outside the Group about ideas for improvement Promote greater understanding of the total market for care and identify any gaps in provision. Be aware of, and actively support improvements in business efficiency

8 How can voluntary sector organisations influence the market shaping process Engaging with the Council and its partners as part of:  Community involvement – influence of users, carers and communities  Strategic involvement - ensuring that voluntary sector has a voice in shaping the market  Ongoing engagement - via regular communication with the provider market via the Provider Forums  The commissioning cycle for incoming procurement exercises - (information sharing; consultation or engagement; participation and co design)
