6 SNP Alliance Recommendations on SES 6 1.Account for the impact of low SES on MA star ratings Provide financial relief to “SES-vulnerable” plans Risk adjust and/or stratify MA star measures o Establish cut points based on a plan’s target population Develop new MA star measures related to low SES o E.g., health literacy 2.Eliminate MA star rating biases against specialty care Include measures in MA star ratings that reflect SNP enrollees Give higher weight to measures relevant to SNP populations Evaluate the validity and reliability of self-reported HOS and CAHPS for persons with intellectual, mental and behavioral conditions
