3 Reclassification Process  – Local reclassification policy must address the four criteria in state law: 1. Assessment of language proficiency 2. Teacher evaluation 3. Parent opinion and consultation 4. Comparison of student performance in basic skills against an empirically established range of performance in basic skills based on the performance of English proficient students of the same age  – Local reclassification policy may include additional criteria consistent with state and federal laws  – District advisory committee for EL programs and services must review and comment on the policy

4 State Update “Comparison of student performance in basic skills against an empirically established range of performance in basic skills based on the performance of English proficient students of the same age."  What does this criteria mean?  CDE is going to gather information as to what districts are doing for reclassification, and compile a list.  So far, districts are looking at multiple measures such as fluency, writing and benchmarks. Suggestions/considerations:  Where are English proficient students scoring on the test?  Where are the reclassified students scoring?  What is equivalent of mid base?  Look @ reclassification rate over the past few years to ensure they are similar once you apply your new criteria.

5 Jefferson School District’s Reclassification Criteria  CELDT score of 5  CST Score of 4 or 5 in math and ELA (can be from 2013)  C’s or better in core subjects  Teacher recommendation  Parental consent

6 EL Plan Review  Once the LCAP has been board approved, the DELAC will meet to incorporate LCAP into EL Plan  Current plan is posted on the District Website www.jeffersonschooldistrict.com

7 Ellevation Renewel and Goals  District will continue subscribing to EL monitoring program Ellevation in 2014-15  SIS Specialist will upload new EL data bi- monthly  Additional training planned for EL Aides in September  Goal is for all EL students to have 2 ELD goals established for 2014-15

8 New ELD Standards and Training Plan  3 minimum days scheduled for 2014-15 focused on ELD standards  Contracting with SJCOE for training

9 LCAP Review  Local Control Accountability Plan  Provides 20% supplemental funding for English Learners, Low Income Students, and Foster Youth  3-Year Plan

10 LCAP Programs  EL Audit  Improved tracking of English Learners and Reclassified students  ELD training for teachers  Summer School  Guided Language Acquisition Design (GLAD) training for teachers
