3 Status of Air Grants Section 105 – 23 Awarded for FY 15, 1 Award Pending PM 2.5 - All 25 Grants Awarded for FY 15/16. NATTS– Applications for New Awards were due on April 30, 2015. Current NATTS grants are ending June 30, 2015. **See grant balance handout

6 Programmatic Updates (con’t) FL/KY PPA Pilot Project for FY2016 – Drafting of a Consolidated multi-media workplan (e.g., water, air, etc.) as extension of existing multi-media PPG –Use of Air Planning Agreement to establish/update commitments but specific commitments shown in PPA –Allows Co-joining of State Priorities with media-specific commitments –Environmental Commissioner/RA/DRA Discussions/Face to Face Meetings 5/21/15U.S. Environmental Protection Agency6

7 Programmatic Updates (con’t) Draft FY 2016 Air Planning Agreement –2 New Commitments Added to Improving Air Quality Section Infrastructure Submission for the 2012 PM 2.5 NAAQS due from states in Dec. 2015. SO 2 Designations – States are encouraged to provide recommendations and technical support to help inform these designations. –Significant Revisions to Monitoring and Enforcement Section First 2 commitments revised to reflect latest policies on enforcement and compliance monitoring. Last 3 commitments deleted.

8 Section 105 Grant Activities Schedule Due Dates Activity May 20-June 26,2015Comment period for State and Local Agencies (SLAs) on Draft FY 16 Air Planning Agreement (APA) and Reporting Requirements documents.. Comments are due to EPA on June 26, 2015. July 1, 2015EPA announces the official start-up of the FY 16 APA negotiations. July 1, 2015If applicable, draft FY 16 grant applications are due to the EPA Administrative Project Officers (APOs). Aug 1, 2015If applicable, final (i.e., signed) FY 16 grant applications are due to EPA via www.grants.gov. www.grants.gov Aug 1, 2015SLAs’ responses to draft FY 16 APA commitments are due. Aug 1, 2015Annual certification of Quality Assurance (QA) Competency is due to EPA. Sep 30, 2015EPA and SLAs resolve any outstanding issues with FY 16 APA commitments. Oct 1, 2015EPA notifies the SLAs regarding the results of the FY 16 APA negotiations. Dec 31, 2015EPA awards FY 16 funds to SLAs by the end of 1 st quarter. SLAs submit the annual Federal financial report and annual summary report to EPA. [TBD]PLACEHOLDER__SLAs identify FY 16 holdbacks. EPA to send instructions to SLAs. 8

9 Section 105 Grant Activities Schedule Grant Updates/Reminders (con’t) S. 105 Grant application packages for FY 16 must be submitted via www.grants.gov. www.grants.gov –Applies to new grant awards and supplemental funding amendments to existing grant awards. –This requirement does not apply to agencies who submitted grant applications last year that covered 2 fiscal years (FYs 15- 16). Unliquidated Obligations (ULOs) –Minimize carryover of federal $ –Work w/APO to amend grant budget (e.g., purchase equipment, additional O/M supplies, etc.)

10 Section 105 Grant Activities Schedule Grant Updates/Reminders (con’t) OMB Uniform Grants Guidance (aka Omni-Circular) –Effective Date: December 26, 2014 –Covers all grants to all entity types: states, tribes, local governments, universities and non-profits. –Consolidates all Cost Principles (A-21/Educ. Instit.; A-87/State, Local & Tribal; and A-122/Non-Profits) into new 2 CFR 200 Subpart E. –Replaces Uniform Administrative Requirements of 40 CFR Parts 30 and 31 with 2 CFR Parts 200 and 1500. –See https://cfo.gov/cofar/ for additional information on this government-wide initiative.https://cfo.gov/cofar/

11 Grant Updates/Reminders (con’t) Annual QA Competency Demonstration – Due August 1 of each year –Focused Efforts by EPA Region 4 to Streamline through use of Checklist by SESD, Pesticides and Air offices –Minimizes Verbiage and Amount of Documentation which must be submitted –Concept being shared with other Media-programs/Divisions in R4 as well as being shared with other Regions –Use of Checklist is Voluntary 5/21/2015U.S. Environmental Protection Agency11
