3 GENERAL PLAN UPDATE | Joint Study Session on Draft Conservation Element November 2015 – January 2016: Planning Commission will review the Draft Elements in phases at study sessions – Parks, Recreation, & Open Space: November 17 – Conservation: Tonight – Land Use: January 5 (tentative) – Circulation: January 19 (tentative) – Safety & Noise: February 2 (tentative) Late Winter/Early Spring 2016: Public Review Draft General Plan will be released Where We Are in the Process

4 GENERAL PLAN UPDATE | Joint Study Session on Draft Conservation Element Each Element consists of: – Text + Maps in the body of the Element – Goals : An ideal future end related to the public health, safety, or general welfare of the community; a direction- setter for policies and actions. Policies : Specified ends or conditions that are an intermediate step towards attaining a goal; specific statements to guide decision-making. – Actions : Measures to implement policies. Policy Concepts: Special status species protection Contiguous habitat preservation, wildlife corridors Native vegetation in landscaping Tree protection Best management practices in construction Element Goals: Biological Resources

8 GENERAL PLAN UPDATE | Joint Study Session on Draft Conservation Element 4.Preserve and restore Belmont’s waterways and adjacent corridors as valuable community resources that serve as plant and wildlife habitats, groundwater recharge facilities, flood control and irrigation components, and connections between open space areas. Policy Concepts: Restore Belmont Creek Standards for development near waterways Element Goals: Hydrology, Water Quality, Supply & Demand

Policy Concepts: Best management practices for reducing water pollution loads from daily activities and construction Erosion prevention Element Goals: Hydrology, Water Quality, Supply & Demand

Policy Concepts: Working with Mid-Peninsula Water District Meeting State water reduction targets Continuing local Water Conservation Strategy Element Goals: Hydrology, Water Quality, Supply & Demand

11 GENERAL PLAN UPDATE | Joint Study Session on Draft Conservation Element 7.Provide adequate wastewater collection, treatment, recycling and disposal facilities in a timely fashion to serve existing and future needs. Policy Concepts: Upgrades to the wastewater system Reviewing fees and service charges to ensure adequate funding Explore water reuse/recycling Element Goals: Wastewater, Solid Waste, and Stormwater Management

12 GENERAL PLAN UPDATE | Joint Study Session on Draft Conservation Element 8.Provide adequate solid waste facilities and services for the collection, transfer, recycling, and disposal of refuse. 9.Maintain and improve the reliability of the City’s storm drainage system, and promote best management practices to protect this system from flooding, enhance water quality, and prevent infrastructure deterioration. Policy Concepts: Natural stormwater management; groundwater recharge Storm drainage system upgrades Element Goals: Wastewater, Solid Waste, and Stormwater Management

13 GENERAL PLAN UPDATE | Joint Study Session on Draft Conservation Element 10.Reduce emissions of ozone-producing pollutants and particulate matter to improve regional air quality and protect the health of Belmont and Bay Area residents. Policy Concepts: Land use and transportation planning to reduce vehicle miles traveled/air pollution Limit exposure of sensitive uses to air pollution Best management practices for construction Coordination with regional agencies, Bay Area Clean Air Plan Element Goals: Air Quality & Greenhouse Gases

14 GENERAL PLAN UPDATE | Joint Study Session on Draft Conservation Element 11.Reduce emissions of greenhouse gases to 15 percent below the 2005 baseline levels by 2020 and to 50 percent below the 2005 baseline levels by 2035. Policy Concepts: Climate Action Plan (CAP) as the main tool for identifying and implementing actions to reduce greenhouse gas emissions Climate change adaptation strategies Element Goals: Air Quality & Greenhouse Gases
