1 GUKEYEH GUK’EH GU’SANI KASKA DENA RATIFICATION RULES SUMMARY Prepared for Presentation to the Annual General Assembly August 12, 13 and 14, 2008

2 RATIFICATION REGULATIONS SUMMARY GENERAL The Kaska National Constitution will come into force if at least 60% of Kaska Citizens vote in favour of adopting the Kaska National Constitution. RATIFICATION COMMITTEE The Kaska First Nations will establish a Ratification Committee to be responsible for overseeing the Constitutional ratification process. Ratification Committee members will be recommended by the Chief and Council of each Kaska First Nation.

3 The Ratification Committee will consist of: –one representative from each of Dease River Band Council; Kwadacha First Nation; Liard First Nation (including Daylu Dena Council); and Ross River Dena Council; –the Chief Ratification Officer (Lois Moorcroft) designated by the Kaska Tribal Council Chiefs; and –any other person whose participation the Chiefs or the Kaska Tribal Council Chief determine is necessary to ensure fair representation of the interests of each Kaska community.

4 THE RATIFICATION QUESTION The Ratification Committee will approve the form and content of the Ratification Question. RIGHT TO VOTE An eligible voter will be a person who: –appears on the registry of Kaska members of each Kaska First Nation maintained by Indian and Northern Affairs Canada; or

5 –any person who is a Kaska Citizen within the meaning of section 5 of the proposed Kaska National Constitution; –is of at least 16 years of age on the final day of voting at the last community vote set out in section 13; and –appears on the Eligible Voters List. ELIGIBLE VOTERS LIST The Ratification Committee will oversee the process of preparing an Eligible Voters List which will be posted in each First Nation community. The Chief Ratification Officer will assist in the preparation of the Eligible Voters List.

6 INFORMATION CAMPAIGN The Ratification Committee will ensure that eligible voters in each Kaska First Nation community are afforded a reasonable opportunity to review the Constitution at community information sessions. Community information sessions will be held in the following communities: –Fort Ware on (dates to be determined); –Ross River on (dates to be determined); –Whitehorse (dates to be determined); –Dease River/ Good Hope Lake (dates to be determined); –Lower Post (dates to be determined); and –Watson Lake (dates to be determined).

7 The Ratification Committee will provide sixty days notice of the information meetings to be held in each community. The vote in each community will take place between the hours of 12:00 noon and 8:00 pm on the last day of the information sessions in each community. VOTING PROCEDURE The voting will be done by secret ballot. Eligible voters may vote either at polling centres to be established in each community or by mail-in ballot.

8 The Ratification Committee will approve the process for providing mail-in ballots to eligible voters. POLLING CENTRES The Ratification Committee will establish polling centres in each community where the community information sessions will be held. The Chief Ratification Officer will conduct the vote on the days designated by the Ratification Committee. Ratification of the Kaska National Constitution by eligible voters will require at least 60% of the eligible voters who vote are in favour of adopting the Kaska National Constitution.

9 ANNOUNCEMENT AND POSTING OF RESULTS The Chief Ratification Officer will announce the results after the polls close and the ballots are counted on the last of voting in Watson Lake. The Chief Ratification Officer will post the results in each Kaska First Nation office.
