4 MOTIVATION 1.To support the CSP grantee monitoring and data collection efforts. 2.To ensure grantee compliance fidelity. 3.To ensure accurate accounting of grantee and sub-grantee award data. 4.To ensure that programmatic performance requirements are met. 5.To compile, synthesize, and analyze program and national charter school data. 6.To provide information that the program office will use to formulate policy and guidance for quality grant administration. 7.To increase the number of high-quality charter schools. 4

5 REQUIREMENT OVERVIEW 1.The monitoring services required under this contract will specifically target SEA and CMO program grantees. 2.Monitoring planning, implementation, and report development are essential components of the procurement. 3.A new monitoring structure and system is required to continue the implementation of the CSP monitoring and data collection activities; develop new monitoring materials and tools; and enhance, build on or design new web-based data collection platforms. 4.The data collection services required under this contract are essential to provide accurate and reliable data to assess the expansion of charter schools and to evaluate the effects of charter schools, including their effects on students, student 5

6 REQUIREMENT OVERVIEW academic achievement, staff, and parents. 5. A data “warehouse” system is required to collect, compile, synthesize, and analyze performance data and make available in an organized manner the data necessary for the development of report analyses and the annual CSP comprehensive monitoring and performance report. 6

7 PERIOD OF PERFORMANCE & CONTRACT STRUCTURE The period of performance for the anticipated contract is 60 months. This includes a base period with four 12-month option periods. Base Period: Months 1-12 (9/30/15 – 9/29/16) Option Period I: Months 13-24 (9/30/16 – 9/29/17) Option Period II: Months 25-36 (9/30/17 – 9/29/18) Option Period III: Months 37-48 (9/30/18 – 9/29/19) Option Period IV: Months 49-60 (9/30/19 – 9/29/20) All tasks will be Firm-Fixed Price tasks. 7

8 KEY TASKS 1.Develop a SEA and CMO Monitoring and Data Collection Framework Plan, identifying essential data collection instruments and methods. 2.Develop an online system plan to include a digitized monitoring and data tracking system utilizing web-based technology and methods. 3.Prepare an on-site monitoring visit plan to implement an on- site monitoring visit process; monitor recruitment, selection, and training; site visit schedules, and monitoring report development. 4.Develop a grantee project evaluation review plan and select a team of expert evaluation consultants. 5.Develop and implement data collection plan to collect, 8

9 KEY TASKS synthesize, and analyze grantee performance data using data collection/template forms. 6. Develop data assembly and analysis plans and reports: Grantee Awards Data; National Data Assembly and Analysis; CSP GPRA Report; National Directory of Charter Schools Reconciliation Report; State Profile Report; and Ad Hoc Data Analyses Reports. 7. Develop recommendations and technical assistance presentations, including grantee webinars. 8. Develop information dissemination and data reporting plans to highlight grantee successful practices and models. 9. Develop an Annual CSP Comprehensive Monitoring and Data Collection Report. 9

10 ANTICIPATED PROJECT ISSUES 1.ESEA reauthorization or rulemaking may impact SEA and CMO statutory requirements. 2.New OIG or GAO studies and findings may impact monitoring and data collection efforts. 3.Changes to discretionary grant regulations and guidance (such as the implementation of the Uniform Guidance) may impact monitoring. 4.SEA and CMO business processes may need updating in the middle of the contract. 5.Number of SEA and CMO grantees selected for monitoring may vary throughout the life of the contract. 10

11 ANTICIPATED PROJECT ISSUES 6. Monitoring site visit schedules and delivery due dates may be impacted by selected grantee availability and other external factors. 7. Data collection, synthesis, analysis, and report development may be impacted by external factors. 11

12 KEY DEPARTURES FROM EARLIER MONITORING EFFORTS 1.The implementation of an online digitized monitoring and data tracking system utilizing web-based technology and methods will be a departure from previous protocols and handbooks used in monitoring and data collection. 2.A formal data “warehouse” system to collect, compile, synthesize, and analyze performance data and make available in an organized manner the data necessary for the development of reports and data analyses will be an enhancement to the current system used to organize data. 12

13 CLOSING REMARKS & NEXT STEPS The Department anticipates releasing a solicitation as soon as possible (late June, 2015). We have received extensive questions in response to our initial FBO posting.
