5 Other Planned activities for 2009 Development of project proposals for Belarusian prisons close collaboration with the WHO Health in Prisons Project (HIPP) in supporting NDPHS Partner Countries to address health and health care in prisons Discussions on future role of EG ( possible comments for SWR) and Mid-term goals Contacts with authorities from Portugal Penitentiary system and EMCDDA Development of side event during the PAC meeting in Oslo

6 Other Planned activities for 2009 The 2-day International Conference ‘Prison Health Protection’, during 29-30 October 2009. focus on blood borne viruses and other communicable diseases “HIV and AIDS in places of detention”- A toolkit for policymakers, programme managers, prison officers and health care providers in prison settings

7 General Strategy SCALING UP KNOWELEDGE, SHARING BEST PRACTICES AND “POLICY” TRANSFER between countries. The network of experts and their respective Institutions facilitating such exchange and intercountry collaboration. Focusing more sharply on setting standards, policy and strategy dialogue and technical advise.

Meeting venue: a prison in Oslo When: 24. November, 2009, 10 a.m. – 5 p.m. Who:Ministers of Justice, Health, Social affairs, Labour etc., members of PAC, CSR, Expert Groups, WHO, NGOs and other relevant persons and organisations

10 Scope of the conference To generate discussions about the health needs and health risks of persons before admission to prison, inside the establishment, and after release from the penal system Offer policymakers a critical opportunity to improve the current system Examine public safety issues from different perspectives (health, abuse, family, gender, community…)

11 Exchange of information and discussions Importance of a healthy lifestyle in general, but especially of the most vulnerable sections of the population. How to foster a healthy lifestyle in penitentiary establishment for both prisoners and staff Formulation of public policies designed to solve risky behaviour which might lead to crimes The role of primary health care – in the society, and in cooperation with the prison health service Emerging public health issues, especially TB and HIV/Aids Management of health care services in prison settings, focus especially on vulnerable groups such as children and women Impact of imprisonment and risky environment on adoloscent development

To raise awareness among the countries within the NDPHS Region of the current situation regarding the health of and healthcare provided in and out of Prison settings 2. To call for marked improvements of the current situation 3. To discuss on transparency of practice and policies – for inmates and the community professionals Aimed for: policy makers politicians governors/chiefs of prisons - senior staff staff involved in practice at prisoner level Next step: Drafting group and consultation group to be established
