3. 4 What is eHealth? “eHealth is defined as the application of Internet and other related technologies in the healthcare industry to improve  the access,  efficiency,  effectiveness,  and quality for clinical and business processes utilized by healthcare organizations, practitioners, patients, and consumers in an effort to improve the health status of patients.” CSR Meeting, Oslo, 14.04.2011

7. ICT for Health Strengthening social capacities for the utilisation of eHealth technologies in the framework of ageing population Flagship project included in the EUSBSR Action Plan under priority area 12

8. Overall objective Citizens with chronic diseases and medical professionals in the regions of the project partners have the social capacity, knowledge and acceptance to utilise eHealth technologies in prevention and treatment by the year 2012. CSR Meeting, Oslo, 14.04.2011 9

Further objectives (1/2) 1.The partner regions compare and transfer transnational strategies to improve the social capacity of citizens and medical professionals to utilise eHealth technologies for better prevention and treatment in the frame of ageing population (WP 3). 2.Citizens with chronic heart disease in the pilot regions apply self monitoring technologies for secondary prevention and treatment processes in collaboration with medical professionals (WP4). Further objectives (2/2) 3.Medical professionals and citizens with chronic diseases in the pilot regions are better educated and trained to use eHealth technologies in prevention and treatment processes (WP 5). 4. Citizens with chronic heart disease in the pilot regions take responsibility for the electronic documentation of their patient data in a multi-lingual electronic health record supporting mobility of citizens (WP6). Health: ImPrim - Improvement of public health by promotion of equitably distributed high quality primary health care systems - 12.13. Objectives of PrimCare IT CSR Meeting, Oslo, 14.04.2011 16  To assess the regional needs and strategic opportunities of tele-consultation and tele-mentoring to avoid professional isolation of health professionals in remote primary care.  To assess current barriers for large scale deployment of tele-consultations and tele-mentoring in the BSR such as technology acceptance, investment decisions, work flows, legal uncertainties.  To implement and validate transnationally developed tele-consultation solutions in remote primary care in pilot sites.  To implement tele-mentoring as innovative solution for career development of younger health professionals in remote primary care.  To prepare the durability and large scale implementation of the piloted solutions in the partner regions.  To raise the political awareness how to attract health professionals to remote primary care through joint political discussions with ImPrim.

Suggestions of the eHealth for Regions network for further cooperation  To put the issue eHealth acceptance on the political agenda.  To integrate more education in eHealth esp. for medical professionals.  To increase awareness on eHealth among citizens.  To empower patients through lifelong learning and self-monitoring.  To consider more the issue of ”technology acceptance“ within education in eHealth (less technology-oriented).  To gain transnational transparency regarding eHealth acceptance in the Baltic Sea Region (eHealth Acceptance Index).  To improve quality and reduce costs through eHealth.  To implement cross border health services.
