2 Eden Park Pump Station - Building History Located at 1430 Martin Drive within Eden Park Constructed as a pumping station for the East Reservoir in the late 1800’s. Intermittently served a number of municipal uses up until 2004 when it was vacated due to a partial collapse of the structure. Building is uninhabitable in its current conditions.

3 Building Status 2004 - Present No municipal services have been located in this building since 2004. The building has been under the control and management of the Department of Public Services. Though the building is located within Eden Park, it has never been a park facility or Park Board responsibility. City Administration has attempted to find a use for this facility since 2004.

4 2010 Study by MSA Architects In 2010, MSA Architects completed a use study of the Pump Station for City Facilities The Study stated that “Although a specific use for the Pump House in its current site context is limited, the revitalization of the Pump House would greatly enhance the function and character of the park.” MSA’s Study listed three major obstacles that limit the building’s ability to contribute to the park: access, parking, and location. Once the listed obstacles had been addressed, the Study recommended several options for the vacant Pump Station including: offices, conference space, a lecture hall or reception space. No cost estimates were included in this study.

5 Current Preferred Developer Agreement The Department of Public Services entered into a preferred developer agreement (PDA) with a potential end user in June of 2011. Cincinnati Beer Co (CBC) has been doing assessments on the building to determine the costs to bring the building to habitable conditions. The costs included in this presentation separate the costs to make the building habitable and to establish a brewery inside. The City’s intent with this Preferred Developer Agreement is to examine CBC’s proposal to turn the Eden Park Pump Station into a micro-brewery and tap room. The Economic Development Division (EDD) was asked to assist in reviewing the proposed project starting in February of 2012.

6 Cincinnati Beer Company Proposal CBC is working to complete their proposal for turning the Pump Station into a micro-brewery w/ tap room. CBC is seeking direction from the City as to whether a brewery, tap room and parking variances will be granted. CBC plans to take advantage of State (and Federal) Historic Rehabilitation Tax Credits, and will make financial (sale/lease) proposal(s) based on whether sale and/or lease is a possibility. CBC has completed preliminary design and cost estimates for an historic renovation of the Eden Park Pump Station.

These costs do not include costs for an end-user to occupy the facility Asbestos Abatement - $535,000 - This includes the removal of Asbestos Containing Material (ACM) from the existing roof, attic floor, and first and second floor tile.

These costs do not include costs for an end-user to occupy the facility Site Demolition - $275,000 - The removal of interior walls and windows, floor structure to facilitate construction of new stairs, as well as the removal of other damaged fixtures and building components.

These costs do not include costs for an end-user to occupy the facility Roofing - $195,000 - Construction cost of a replacement roof. Existing roof is severely deteriorated and leaks extensively.

Replacements would meet State & Federal Historic Standards

Work would meet State & Federal Historic Standards

These costs do not include costs for an end-user to occupy the facility Brick Repair & Tuck pointing- $30,000 - Exterior of the building has missing brick and deteriorated and missing mortar in several areas.

These costs do not include costs for an end-user to occupy the facility Attic Floor- $225,000 - Replacement of current attic floor due to water damage & asbestos containing material. The new floor would house new HVAC equipment and provide a thermal barrier that the roof cannot.

These costs do not include costs for an end-user to occupy the facility Sub-basement Drainage, Stairs & Structure - $120,000 - To remediate moisture in sub- basement, replace sub-basement slab and adding new support columns to support the damaged basement floor.

These costs do not include costs for an end-user to occupy the facility 1 st & 2 nd Floor Concrete Structure, Slab & Stairs - $80,000 - Replace existing stairs, overlay concrete slabs on 1 st & 2 nd floors Misc Structural Work- $25,000 - Expose front stained glass window with a two-story vestibule.

17 Cost Estimates for Pump Station *Note: some of these costs are tenant specific costs. HVAC - $200,000 - Current system is inoperable & needs to be removed & replaced to abate asbestos in Attic Electric - $225,000 - System has been damaged by water and deterioration. Plumbing - $125,000 - System has been damaged due to lack of use and frozen pipes. Fire Protection - $75,000 - System needs to be updated
