3 www.londoncouncils.gov.uk Overview of provision Provision to tackle worklessness of unemployed and economically inactive individuals from troubled families to move them into sustained work. The provision will engage with the family and individuals to identify and address barriers to work, by developing close working arrangements with other local services involved in the support of the troubled family (for example Local Authorities), and using a range of tailored support/provision which will move them into sustained work at the earliest opportunity.

There is a wider eligibility that can be triggered if the programme does not achieve enough referrals, however providers performance will be judged on the primary eligibility. All participants must: 1. Be legally resident and have the right to take paid employment in the UK 2. Be aged 16* or over 3. Be unemployed or inactive in a family where there is multiple and complex barriers to work, including: Parents and/or children involved in crime or anti-social behaviour Children whose attendance at school has caused concern with school or other agencies; Children who are identified as in need or are subject to a Child Protection Plan Families affected by domestic violence and abuse Parents and/or children with a range of health problems

6 www.londoncouncils.gov.uk Success will be measured on: Number of participants starting on the provision; Percentage of participants who start achieving a short job outcome; Percentage of participants who start achieving a sustained job outcome. Critical success factors

7 www.londoncouncils.gov.uk Payment model The contract will be paid via a payment model that focuses on: A Delivery Fee - 30% (payable in equal instalments for 24 months from Service Start Date) Short Job Outcome Fees – 35% (paid on a unit price basis) Sustained Job Outcome Fees – 35% (paid on a unit price basis)

8 www.londoncouncils.gov.uk Local integration Holistic whole family approach Make support available to eligible individual family members Take into account the problems faced by the family which are preventing the individuals from securing and retaining employment Give consideration to the best way for the ESF Provision to work alongside other interventions the family is receiving to provide the best package of support possible

9 www.londoncouncils.gov.uk Local integration – The SLA BoroughProvider Processes for case conferencing and information sharing Be part of regular case conferencing with the participant and share information where relevant Co-location where possible and access to local authority systems to embed the ESF provision Ensure staff understand the need to be joined up with borough families teams, as part of the team around the family Referral process Communication about the ESF provision to relevant agencies and within the borough Enter into boroughs confidentiality and safeguarding agreements Sharing economic development information and job opportunities Ensure staff are suitably skilled and able to engage with boroughs. Minimise staff turnover Encouraging ESF participants to give feedback on their action plan and progress Encourage ESF participants to share action plan and progress with borough family teams Participation in a 6 monthly forum with DWP, LEP, boroughs and providers to review joint working

10 www.londoncouncils.gov.uk Opportunities for VCS organisations Recognition of the value that VCS organisation can bring both in terms of working with vulnerable people with complex needs and the relationship with the local authority. The intention was to try and make the contracts more accessible than in previous programmes: 4 CPAs rather than 2, with some contract sizes smaller than others Payment model which offers a delivery fee upfront. However some of the contracts are still quite large, VCS organisations may consider: Bidding directly as a consortium Start conversations with Primes to become part of the supply chain

11 www.londoncouncils.gov.uk Timeline Commercial ActivitiesPlanned dates Invitation to Tender Publication 06 May 2016 Bidding period closing date 17 June 2016 Evaluation period Mid June – End July 2016 Post tender discussions with successful/unsuccessful bidders, completion of governance activities and announcement of successful bidder. Early August – mid September 2016 Contract Award & Signature Mid October 2016 Implementation period (can take 8-13 weeks depending on the successful bidder and gaining the required Security Accreditation) Mid October – Mid December 2016
