Responsible Care In Action Significantly improve Dow's EH&S performance by reducing: l Injuries and illness per 200,000 working hours by 90 percent l Loss of primary containment incidents (leaks, breaks and spills) by 90 percent l Transportation incidents per 10,000 shipments by 90 percent l Process safety incidents (fires, explosions and significant chemical releases) by 90 percent l Motor vehicle incidents per 1 million miles by 50 percent l Incidents with Dow product at customer facilities (goal to be set in 2000) EH&S Goals for 2005 based on 1994

Responsible Care In Action Further reduce air and water emissions for global operations: l Priority compounds by 75 percent l Chemical emissions by 50 percent l Priority compounds include persistent, toxic and bio- accumulative (PTB) compounds, known human carcinogens, selected ozone depleting substances, and high-volume toxic compounds. l Related Goal: Reduce dioxin emissions by 90 percent by 2005 l Reduce the amount of waste and waste water generated per pound of production by 50 percent l Reduce energy use per pound of production by 20 percent EH&S Goals for 2005 based on 1994

Responsible Care In Action CODE: COMMUNITY AWARENESS AND EMERGENCY RESPONSE (Community Awareness and Outreach) MANAGEMENT PRACTICE NO. 8 A continuing dialogue with local citizens to respond to questions and concerns about safety, health, and the environment, and to address other issues of interest to the community. CODE IN PLACE DEFINITION A formal mechanism in place to ensure we regularly listen and respond promptly to community issues/concerns. (Note: For dialogue with industrial neighbours, see CAER (ER) MP 9). KEY ACTIVITIES 1.Regular meetings are conducted with local community representatives, eg. Mayor, Village Chief, with follow up and action plans. 2.Tour of facilities by government officials, local community representatives, are conducted on a regular basis (same as MP 9/3) 3.Information for the local community is available on company operations, eg. covering description of facility, EH&S program, products made and uses (same as MP 9/1) 4.Outreach program exists, eg. donation/sponsorship program, visits to schools, open days (same as MP 6/1). ADDITIONALLY YOU MAY 1.Set up community advisory panel either alone or with group of companies. This may be an outcome from key activity 1. 2.Mail site newsletter to key local people. CAER Code MP8

Responsible Care In Action Conclusion l Responsible Care is not targets; its state of mind. l Responsible Care is continuous improvement of Environment Health & Safety. l Responsible Care is commitment by individuals and the corporation. l Responsible Care is not easy or a once-off programme - it requires commitment forever.
