2 OVERVIEW National Reality Average economic growth of 4% per year between 2003- 2011 Expected average annual growth of 4.8% for the 2011-2014 quadrennium Creation of formal jobs unprecedented (17.329 million posts in 2003-2011) Average income of R$ 1,202.00 (600,00 USD) in 2010 About 30 million people lifted out of poverty and about 36 million joined classes with higher purchasing power.

3 OVERVIEW National Plan on Employment and Decent Work (PNETD) The report focuses on policies and national development programs in light of the priorities and expected outcomes of the National Plan on Employment and Decent Work, considering the period from 2006 to 2011. Document built jointly by various federal agencies under the coordination of the Ministry of Labour and Employment (MTE), in consultation with social partners. Establishes priorities, outcomes, targets and indicators for the promotion of decent work in Brazil. Represents innovative mechanism to support the management of public policies on labor, employment and social protection.

4 Evaluation of PNETD (Goals 2006/2011) Priority 1: To Create More and Better Jobs with Equal Opportunity and Treatment. Priority 2: To Eradicate Slave Labor and Eliminate Child Labor, particularly in their worst forms. Priority 3: To Strengthen Tripartite Stakeholders and Social Dialogue as an instrument of democratic governance.

5 Policies and Programs a) Valuation of Minimum Wage Policy Its criteria is to adjust minimum wage on the basis of annual inflation rate + real increase equivalent to the GDP growth of 2 years ago. Provides increase in the income of workers with lower wages, helping to sustain the consumption of these families. Helps support family income in general, since various social protection schemes are linked to minimum wage, in particular, the values ​​ of the benefits of the General Social Security (RGPS), the Continuous Cash Benefit (BPC) and unemployment insurance. Generates economic dynamism.

6 b) Acceleration of Growth Program (PAC) Investment in Infrastructure Improvement of Investment Environment Long-Term Fiscal Measures Improvement of Tax System, including Tax Exemption Mechanisms Stimulus Credit and Financing

7 b) Acceleration of Growth Program Advances The average expansion of the Brazilian economy, even after the crisis; The mitigation of the more negative impacts of international financial crisis; Creation of new jobs; Fall in unemployment; Expansion of bank credit; Greater strength and resilience of the national economy; Inflation rates within the levels of inflation targets set by the National Monetary Council (CMN); Expansion of primary expenditure, with increase in investment and further strengthening of the domestic market.

8 c) Bolsa Família (Family Grant) Program Encompasses more than 13 million households nationwide, and is aimed at reducing poverty and social inequalities. Main axes: - Income transfer – promotes immediate poverty relief. - Conditionalities – enhance access to basic social rights in education, health and social care. - Additional programs – aim at improving welfare of families, so that beneficiaries can overcome the situation of vulnerability.

9 d) Minha Casa Minha Vida Program It is a Federal Government program that consists of land acquisition and construction or rehabilitation of buildings and housing projects contracted under a condominium or subdivision regarding flats or houses that are sold on completion to families with monthly income up to R$ 1,600.00 (800,00 USD). Released on March/2009 in order to create mechanisms to encourage the production and acquisition of 1 million new housing units. The current target is 2 million new homes for families with gross monthly income up to R$ 5,000.00 (2,500.00 USD).

10 e) Brasil Maior (Greater Brazil) Program Proposed industrial policy for the period 2011- 2014, represents an update and deepening of the Industrial, Technological and Foreign Trade - PITCE Policy (2003-2007) and the Productive Development Policy - PDP (2008-2010). The Plan is structured on the basis of sectoral policies and cross-cutting themes that define the set of actions to be implemented in a group of sectors considered by the government to be of strategic importance for the strengthening of domestic industry.

11 f) Brasil Sem Miséria (Brazil without Extreme Poverty) Plan Its purpose is to achieve the central target of the Government of President Dilma Rousseff: to eradicate extreme poverty in the country, which still affects 16.2 million people. Launched in June 2011, the Plan is based on three pillars: the transfer of income, access to public services and productive inclusion, launching a new challenge for public policy and employment.
