4 ESTABLISHMENT OF IPARD PROGRAMME STRATEGY The strategy of the Programme have been established through; IPARD Policy Paper Sector Studies ( milk, meat- poultry, fruit vegetables, fishery and rural sectors) Consultation meetings and workshops in Turkey The project “Technical Assistance for the Preparation of Rural Development Plan” Negotiations with the EC (Three Meetings with the EC- two of them in Brussels) IPARD Programme Steering Committee (Six meetings) Ex-ante Evaluation of IPARD Programme Strategic documents EC : MIPD, MIFF, IPA Framework regulation, IPA Implementing Regulation Turkey: Ninth Development Plan (2007-2013), National Rural Development Strategy, Agricultural Strategy

5 CONSULTAT I ON MEET I NGS AND WORKSHOPS W I TH THE RELEVANT PARTNERS The consultations and workshops have been held in very frequent base starting from July 2005 to decide the strategy of IPARD in partnership principle; Four seminars (participants above 150 people) Six workshops for sector studies + field visits+official correspondence to relevant partners Five workshops on Policy Paper and strategy+field visits + official correspondence to relevant partners Eight meetings with IPA Institutions (EUSG, SPO, MoIT, MoLSS, MoEF,Treasury) Six Steering Committee meetings on the drafts of IPARD Programme +official correspondence

6 KEY DATES IN PROGRAMMING The policy framework has been established between July 2005 to December 2006 (one and a half year) The first draft of the Programme was prepared by March 2007 (in three months) The sixth draft of the Programme was sent to EC on July 2007 for ISC. The Programme was adopted by the Rural Development Committe on December 2007

7 LESSONS LEARNED AND B I G CHALLENGES-1 The establishment of the policy framework of the Programme took time. Lots of discussions have been made with the relevant partners and EC on the measures to be selected and the number of provinces to be included in the Programme. due to;   agricultural situation in Turkey (above 3 million agricultural holdings, with small size – 65 % with a size under 5 ha- and having problems of food safety and hygiene)   size of Turkey (above 72 million people, a surface of 78 Million Ha., 81 provinces, nearly 900 districts and 35 thousands villages)   high expectations and interest of public-private sector on IPARD AS A RESULT The scope of the Programme was broad and complex 20 + 22 = 42 PROVINCES (HALF OF TR PROVINCES) 5 MEASURES with 10 SUB-MEASURES (FIRST ACCREDITATION) 2 MEASURES AFTER THE CAPACITY BUILDING

8 LESSONS LEARNED AND B I G CHALLENGES-2   Planning capacity available but no familiarity of EC view/IPARD rules so IPARD was a big and new challenge for TR (no SAPARD experience).   Programme drafted by support of a TA TEAM + CORE GROUP.   Final draft improved (terminology and consistency) by TWO STAFF+ CORE GROUP (in close consultation with EC (one week study in Brussels).   Daily contact and very close collaboration with EC very important (IPA IR approved late (in June 2007), EC key role for guidance and to understand the IPARD rules.   Hard work for Chapter 1 and Chapter 2 of the Programme since the statistical data for IPARD criteria were not available (i.e. Current situation in agriculture, OECD definition of rural areas, definition of mountain areas, baseline indicators etc...)   A general measure fiche+ specific sub-measure fiches prepared in Chapter 4 to make easy understanding of the sub-measures criteria.

9 LESSONS LEARNED AND B I G CHALLENGES-3 Members of CORE GROUP appointed in the IPARD Agency and also in key positions (i.e coordinators) for easy implication of IPARD Programme during the preparations for implementation. TA Project vey helpful to accelerate the drafting process and to support the English terminology of the Programme. The technical level of IPARD programming group was developed by the project. IPARD Programme was modified in 2008, 2009 and 2010 in order to include financial tables and to make the necessary modifications requested by IPARD Agency regarding the IPARD implementation. The close collaboration with the IPARD Agency was very important in this stage.

10 KEY POINTS FOR PROGRAMMING - POST 2013 Early start for programming (Formation of strategy takes time and a major concern for TR) New TA Project for programming (particularly for drafting) Training for monitoring and evaluation (indicators) Less time for policy formulation / more time for drafting. Collecting the statistical data is critical. Very often communication with the EC (Daily contact). Inclusion of DG-AGRI/ J5 unit very early stage of programming. The group for drafting the Programme (Language capacity and experience on IPARD). Consistency of the terminology critical. Very close collaboration with the IPARD bodies like IPARD Agency, NAO and EUSG. Very close consultations with other IPA bodies (IPA 1, 3 and 4). Partnership principle (inclusion of relevant partners). Personnel capacity while programming and auditing, budgetary issues and policy formulation are critical for TR. Early formation of EC rules and regulations important for post 2013 (IPA İmplementing regulation was published in June 2007- late for programming)

11 NEW MEASURES POST 2013 Sector: Rendering sector study The rendering sector was intended to include in 2007-2013 programming. But a sector analysis was needed. Rendering study is intended to be included post 2013. New measure: Climate change Climate change is one of the most important concerns of the world in recent years. EU priority post 2013-will also focus on climate change - mitigation - adaptation (main area of concern especially for rural people) Measure 114. Use of Farm Advisory Services Measure 115. Setting up of Farm Advisory Services These two measures implemented by regulation 1698/2005 will be very useful for post 2013 programming since; - - help farmers to implement Community rules (cross compliance), - - help for publicity of programme, - - help for preparing the business plans.

12 NEW PROJECTS POST 2013 1) MARA submitted to IPA 4 programming a project aiming to;   strengthen the capacity of employees/employers, small producers in agricultural sector, agricultural cooperatives and NGOs,   increasing the training and advisory services capacity of Agricultural Cooperatives and MARA   Envisaged Project Budget; 5 milllion Euro.   This project if approved by EU can be used for;   setting up of farm advisory services,   capacity development (through training of extension services and agriculture advisors-5000 agriculture advisors   Training of employers and employees in agriculture sector (esp. business plans and project formulation)   publicity for IPARD Programme 2) A project for capacity development for CMO is critical for harmonisation of Rural Development Policy with Marketing Organisations Policy of EC post 2013.
