5 These open days are realised with support of the EU funded technical assistance EU CORIN II project Programme background  EU funded grant scheme fund in support of regional and economic development in BiH was established in 2003  Under the CARDS programme and within this fund, there have been five Calls for Proposals contract awarded by the EC in BiH – 60 projects contracted so far for cca 10 M€  Projects were implemented by local partners (local and regional development agencies, tourist associations, municipalities, non- governemental organisations etc.) HOW IT STARTED...

6 These open days are realised with support of the EU funded technical assistance EU CORIN II project Programme background  Funded project actions were aimed at strengthening public-private-non-governmental partnerships for creating better competitiveness of established enterpreneuring and tourist products  Funds were disbursed in CARDS 2003, 2004, 2005 and 2006 programme budget years  This grant mechanism has also been recognised as of importance for the preparation of the country for further progress made on its way to EU approximation – new EU funding opportunities in form of structural, cohesion funds etc.

8 These open days are realised with support of the EU funded technical assistance EU CORIN II project IPA 2007-2013  As of 2007, Instrument for Pre-accession Assistance (IPA) has been available to Bosnia and Herzegovina as a financial instrument of EU assistance opened to the candidate countries (Croatia, Turkey and FYROM) and potential candidate countries (Albania, BiH, Montenegro and Serbia) for EU membership  IPA programme has succeeded previous EU funded programmes such as PHARE, ISPA, SAPARD, CARDS etc.  IPA programme cover the period of 2007 – 2013;  Total financial value of this programme for the specified period is 11.468 billion €.

16 These open days are realised with support of the EU funded technical assistance EU CORIN II project 16 Background information LOT 1 SME SECTOR LOT 2 TOURISM SECTOR Micro, Small and Medium Enterprises (MSMEs) - generators of new employment in BiH Existing external and internal barriers to this generating require corrective actions Sectors identified with increasing production and revenues as well as potentials to sustainable job creation tourism industry as one of the most key and vital sectors for economic development, particularly for MSMEs In line with current legally mandated strategic planning, the EC has identified several key sectors with high impact on the effectiveness and sustainability of BiH’s tourism offer

31 These open days are realised with support of the EU funded technical assistance EU CORIN II project Lot 1 (GfA 2.1.1) In order to be eligible for a grant, applicants must be: Legal persons and Non-profit making and Are municipalities, education or research institutes, Chambers of Commerce, business associations or other non-profit organisations acting as direct promoters, or as project coordinators, for projects drawn up in the interest of economic development in their areas and able to demonstrate that the activities proposed in the project proposals are in line with their main thrust of activities, as specified in their legally registered statutes and 31 Eligibility of applicants: who may apply? (GfA 2.1.1)

32 These open days are realised with support of the EU funded technical assistance EU CORIN II project Lot 1 (GfA 2.1.1) able to demonstrate that they hold expertise and experience in providing the type of activities included in the project proposals, as proved by their narrative annual reports and the information provided in the section II.4 of the Application Form. Organisations which have never rendered activities of the same or similar nature to those proposed in the project will not be eligible and directly responsible for the preparation and management of the action, not acting as an intermediary and Have stable and sufficient sources of finance to ensure the continuity of their organisation throughout the lifespan of the project and whose financial resources are not exclusively made up of subsidies and grants from the European Union or other foreign donor organisations. 32 Eligibility of applicants: who may apply? Municipalities, cantons in BiH acting as direct promoters, or as project coordinators, for projects drawn up in the interest of economic development in their areas: And/or (ii) Non-governmental organisations operating in the tourism sector or in connected activities which relate to the specific objectives of this call, and which fulfil the cumulative conditions specified in the GfA, pages 9 and10 And/or  (iii). Governmental or quasi-governmental organisations operating in the tourism sector or in connected activities which relate to the specific objectives of this call, fulfilling the cumulative conditions specified in the GfA, page 10 And/or  (iv). Other legally recognised groups, public enterprises, or associations which have the ownership or custody of areas within the Designated Eco Zones which fulfil the cumulative conditions specified in the GfA, page 10. 33 Eligibility of applicants: who may apply? 35 These open days are realised with support of the EU funded technical assistance EU CORIN II project Lots 1 and 2 (GfA 2.1.1) Important!  This Call for Proposals is not addressed to profit-making entities.  For Lots 1 and 2, Municipalities and Cantons and other budget users, are eligible to be the main applicant but may not apply for project funds to cover their own staff or administrative costs. For example, the salaries of staff working in a Canton or a municipality may not be fully or partially covered by the project grant. Such personnel costs directly linked to implementation of the action may be covered from the co-financing funds, which, if being the case, should be clearly specified in the project proposal. 35 Eligibility of applicants: who may apply? They have been convicted of an offence concerning professional conduct by a judgement... They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or in Bosnia and Herzegovina... 38 These open days are realised with support of the EU funded technical assistance EU CORIN II project Partners: Applicants’ partners participate in implementing the action, and the costs they incur are eligible in the same way as those incurred by the grant Beneficiary. They must therefore satisfy the same eligibility criteria as applicants. The following are not partners and do not have to sign the “partnership statement” (See paragraph 2.4): Associates: - Other organisations may be involved in the action... -...may not receive funding from the grant with the exception of per diems or travel costs... -...do not have to meet the eligibility criteria referred to in section 2.1.1... -... have to be mentioned in part B section IV - “Associates of the Applicant participating in the Action” of the Grant Application Form. 38 Partnerships and eligibility of partners (GfA 2.1.2)

39 These open days are realised with support of the EU funded technical assistance EU CORIN II project Subcontractors The grant beneficiaries have the possibility to award contracts to subcontractors Subcontractors are neither partners nor associates, and are subject to the procurement rules set out in Annex IV to the standard grant contract (for further details on he EU standard grant contract and its annexes, please refer to Annex H of the application package). The applicant will act as the lead organisation and, if selected, as the contracting party (the "Beneficiary"). 39 Partnerships and eligibility of partners (GfA 2.1.2)

40 These open days are realised with support of the EU funded technical assistance EU CORIN II project Location of the action: Actions under Lots 1 and 2 must take place in Bosnia and Herzegovina. Applicable for Lots 1 & 2:  Where the proposed project involves infrastructural works, the applicant will have to demonstrate in their methodology a clear and legally compliant and feasible solution of the administration of the target site for the works to be conducted, including guarantees/support of relevant authorities in obtaining all the necessary permits for any works involved.  Ideally, as part of their application, the applicants will provide technical analysis of the project, a cost-benefit analysis, an analysis of the economic impact, a feasibility or pre-feasibility study, support letters form relevant authorities in terms of necessary permits etc.  Furthermore, the infrastructural works cannot be a stand-alone project but must be part of an integrated proposal. 40 IMPORTANT! (GfA 2.1.3)

41 These open days are realised with support of the EU funded technical assistance EU CORIN II project  An applicant may submit more than 1 application under this call for proposals but not within the same Lot.  An applicant may not submit more than 1 application per cluster within Lot 2 under this call for proposals.  An applicant may be awarded more than 1 grant under this call for proposals but not within the same Lot. If an applicant is awarded more than one grant, either as a lead applicant or a partner, there should be no overlapping of costs. These issues will be subject to the pre-contracting check up to ensure compliance with the above conditions and full budget cost-effectiveness.  An applicant may at the same time be partner in another application.  Partners may take part in more than one application. 41 IMPORTANT! (GfA 2.1.3) Number of proposals and grants per applicant

42 These open days are realised with support of the EU funded technical assistance EU CORIN II project  Sub-granting  To support the achievement of the objectives and where the Action requires financial support to be given to third parties, the Applicant may propose awarding sub-grants.  However, sub-granting may not be the main purpose of the Action and it must be duly justified.  In case of proposing the award sub-grants, the applicant has to specify in the application: -total amount of the grant to be used for the sub-grant award -the minimum and maximum amount per sub-grant -a list with the types of activity which may be eligible for sub-grants -criteria for the selection of the beneficiaries of these sub-grants.  The maximum amount of a sub-grant is limited to EUR 10.000 per third party while the total amount which can be awarded as sub-grants to third parties is limited to EUR 100.000. 42 IMPORTANT! 43 These open days are realised with support of the EU funded technical assistance EU CORIN II project Lot 1 Sectors or themes Proposed projects should support the growth and expansion of MSMEs in economic sectors that must have: the greatest potential for growth, potential for job creation or high number of MSMEs within the sector. Support will be provided through the provision of needed facilities and services which will encourage, and lead to, economic development. Lot 2 Sectors or themes  Cluster 1: “designated eco zones” covering prioritised areas within BiH territory as specified in the GfA and enjoying some degree of protected status.  Cluster 2: developing specific heritage trails as tourist programmes such as cultural heritage, culture in general, the natural environment, or, ideally, a combination of both. 43 Eligible actions (GfA 2.1.3)

44 These open days are realised with support of the EU funded technical assistance EU CORIN II project Based on prevous projects funded in the sector and other related initiatives, including EU funded Value-chain analysis to determine which sectors are or have the potential of being competitive,the following sectors have been specified in the Call as prioritised: The Berries, Fruits and Vegetables Sub-Sector Diary Sub-Sector Medical and Aromatic Plant (MAP) Sub-Sector Fabricated Metal Products Sub-Sector Furniture and Joinery Sub-Sector with the constraints that could be addressed within four major categories under each of these five Sub-Sectors: product, production, supplies and infrastructure Human resource Marketing Standards and certification 44 Lot 1, section 2.1.3 of the GfA

45 These open days are realised with support of the EU funded technical assistance EU CORIN II project The applicants are expected to:  identify precise locations and sectors for the activities in the proposal,  create consortium/partnerships or plan to involve organizations (authorities, formal and informal education institutions, development agencies, research institutions, professional marketing organizations, furniture and other design organizations etc.) that would be able to address a number of recognised constraints within the sectors that are obstacles to competitiveness and growth of MSMEs,  indicate the methodology that they will apply to the integrated approach combining different linked efforts at all levels and activities. 45 Lot 1, section 2.1.3 of the GfA

46 These open days are realised with support of the EU funded technical assistance EU CORIN II project IMPORTANT!  Should the applicants chose to work in a sector other than those supply- chains identified in the Value Chain report, the applicant will need to demonstrate that the sector has potential for growth for the sector, job creation[1] potential and the show that there is a high number of MSMEs[2] within the sector.[1][2] Demonstration will be done through analysis or studies about the sectors that were completed before the deadline for submission of proposals. [1][1] The Applicants will need to explain which data sources were used in determining the number of people employed in the MSMEs.  [2] Estimate using available data. 47 These open days are realised with support of the EU funded technical assistance EU CORIN II project  Examples of activities that may be supported include: Comprehensive intervention in the sector to improve and create preconditions for further improvement of: hard and soft infrastructure for MSMEs, competitiveness of MSMEs, development policies, trainings etc. Networks or cluster formation and administration to match raw material producers with final producers, to establish sustainable networks of cooperation. Support to technology centres/business incubators/centres for excellence etc. to support development of a specific sector (start-up and existing businesses). This support may include establishment of new centres or adaptation of existing ones; Combining soft and hard support for development of the sectors e.g. creation of sustainable programs or policies for development of the sectors and researches (feasibility studies) and application of the programs/researches. This will be provided only if institutions/organizations in charge for implementation of the programs/policies/researches are directly involved in the application process as applicants or partners. 47 Lot 1, section 2.1.3 of the GfA

48 These open days are realised with support of the EU funded technical assistance EU CORIN II project Applicants must identify the whole value chain process in the sector and elaborate how they are going to address the identified obstacles in the value chain (e.g. lack of human resources, sale, raw material, standardisation, lack of programs and polices for development, poor marketing, design, financial management etc.). All the obstacles must be addressed in a professional way and applicants should consider sub-contracting costs for professional agencies or contracting professionals/consultants directly to address specific business issues such as marketing, design, promotion, visual appeal (packaging and labelling, furniture design) etc. 48 Lot 1, section 2.1.3 of the GfA

49 These open days are realised with support of the EU funded technical assistance EU CORIN II project Cluster 1:Creation of Designated Eco Zones (DEZs) for tourism development in BiH  Support the development of DEZs that are intended to create safe, added value to BiH’s tourism offer and stimulate economic growth.  The principle of designated eco zones is: to create areas safe from mines, unexploded ordnances (UXOs) and other remnants of the conflict (supporting document to attach to the proposal) equipped with safety services, mountain shelters & accommodation and well maintained trails, be non-hunting areas, well marked and advertised, and with a strong community based approach to developing sustainable programs with a wide range of activities. 49 Lot 2, section 2.1.3 of the GfA

The budget is therefore both a cost estimate and a ceiling for "eligible costs". The eligible costs must be based on real costs based on supporting documents, not lumps sums (except for subsistence costs and indirect costs where flat-rate funding applies) – pay attention to the standard footnotes in Annex B – Budget for the Action template!. Budget not to refect VAT(see Annex K for VAT exemption procedure!)! Personal income tax: the taxes are incomes taxes that must be paid by your company on behalf of your service providers of employees. According to the law, they are to be borne by your company and reported as expenses under the relevant budget heading (Salaries; gross amounts, local staff) according to the budget for the action (Annex B in the application package)! (introduced in this presentation a posteriori as per Corrigendum No 1) Recommendations to award a grant are always subject to the checking process which precedes the signing of the contract - the checks may request clarifications. Note: The amount of the grant and the percentage of co-financing as a result of the cheking process may not be increased in any case! Any contributions in kind made by the Beneficiary or the Beneficiary’s partners or any other source, (to be listed in Section I.4 of the application form), do not represent actual expenditure and are not eligible costs. Only the Concept Notes with a score of a minimum of 12 points under "Relevance" as well as a minimum total score of 30 points will be considered for pre-selection. NOTA BENE: The procedure applied for evaluating the full application form submitted for clusters 1 and 2 under Lot 2 will be based upon the following principles: *All proposals will be evaluated in accordance with the standard evaluation procedure (see Section 2.3), regardless of the location they target and ranked in line with the total scoring. *Once the ranking list is finalised, not more than 1 grant may be awarded for a specific location under each of the two clusters. It will be awarded to the highest ranking applicant covering that location. The Delegation of the European Commission to Bosnia and Herzegovina reserves the right not to award a grant for each location identified under this Call. 75 Evaluation and selection of applications (GfA 2.3)

76 These open days are realised with support of the EU funded technical assistance EU CORIN II project STEP 4: ELIGIBILITY OF THE APPLICANT AND PARTNERS  The eligibility verification, based on the supporting documents requested by the Contracting Authority (see section 2.4) will only be performed for the applications that have been provisionally selected according to their score and within the available financial envelope.  The Declaration by the applicant - cross-checked with the supporting documents provided by the applicant.  The eligibility of the applicant, the partners, and the action – to be verified according to the criteria set out in sections 2.1.1, 2.1.2 and 2.1.3.  Following the above analysis and if necessary, any rejected application will be replaced by the next best placed application in the reserve list that falls within the available financial envelope, which will then be examined for the eligibility of its applicant and the partners. 76 Evaluation and selection of applications (GfA 2.3)

77 These open days are realised with support of the EU funded technical assistance EU CORIN II project  The statutes or articles of association of the applicant organisation and of each partner organisation  Where the grant requested exceeds EUR 500 000 (EUR 100 000 for an operating grant), an external audit report produced by an approved auditor, certifying the applicant's accounts for the last financial year available and giving an assessment of the viability of the applicant  Copy of the applicant’s latest accounts (the profit and loss account and the balance sheet for the previous financial year for which the accounts have been closed  Legal entity sheet (see annex D of these Guidelines) duly completed and signed by the applicant, accompanied by the justifying documents which are requested therein – in original!(or the legal entity number for those who has already signed the contract with CA)  A financial identification form conforming to the model attached at Annex E of these Guidelines, certified by the bank to which the payments will be made – in original! 77 Submission of supporting documents for provisionally selected proposals (GfA 2.4)

78 These open days are realised with support of the EU funded technical assistance EU CORIN II project  Statements of partnership (using the template provided in the application form), signed by the applicant and all partners involved the document should be signed by an authorised person.  Curricula vitae of the main staff members involved in the implementation of the project enabling evaluation of technical and management capacity of the organisation.  Declaration signed, dated and stamped by the applicant to the effect that they do not fall into any of the categories listed in point 2.1..1 (2) of the present guidelines.  where applicable (for projects involving infrastructural works) supporting documentation related to the site of intervention e.g. proof of ownership, proof of legal administration of the site, permits etc.  The supporting documents requested must be supplied in the form of originals or photocopies of the said originals certified as true by an authorised independent body. 78 Submission of supporting documents for provisionally selected proposals (GfA 2.4)

79 These open days are realised with support of the EU funded technical assistance EU CORIN II project  Where such documents are in one of the official languages of the European Union other than English, or in the language of the country where the action is implemented, a translation into the language of the call for proposals (English) of the relevant parts of these documents, proving the applicant’s eligibility, must be attached and will prevail for the purpose of analysing the proposal.  If these documents are not provided before the set deadline indicated in the request for supporting documents sent to the applicant by the Contracting Authority, the application may be rejected. Based on the verification of the supporting documents by the Evaluation Committee, it will make a final recommendation to the Contracting Authority which will decide on the award of grants. 79 Submission of supporting documents for provisionally selected proposals (GfA 2.4)
