4 Assure effort credibility/stakeholder motivation/ & authorities in key positions through POLITICAL MOMENTUM at the highest executive level TASK FORCE to supervise Plan Development, Coordinate implementation of all operations, & Make Policy Recommendations Assign concerned CITIZEN GROUPS (geographic advisory councils) to facilitate planning, implementation & involvement of different stakeholders representing all of Iraq & its problem sectors Devise a DROUGHT PLAN clearly reflecting two major operations: MONITORING & EARLY WARNING; RISK ASSESSMENT & MANAGEMENT; with very well defined & interactive communication channels Prepare a written draft of the drought plan & hold brainstorming public meetings with stakeholders for feedback/corrections Implement the corrected final plan in a sustainable manner, with periodic testing & evaluation, for during & post drought event. 5 Page 5/ A great deal of the critical issues to resolving drought problems has to do with political momentum, management, capacities & commitment. Political momentum, coordination & funding foster the will necessary to initiate & sustain the planning (authority endorsement & public awareness). Management approaches prior to the catastrophe, rather than delayed response aposteriori Technical capacities & resources at different levels, & by different stakeholders, public & private Commitment by the local & notably the central authorities, plus the local communities. 6 The Planning Framework falls into following major Interactive Components: Organizational- assigns the stakeholders / institutions; their responsibilities & activities; evaluates legal, social & political process Methodological - defines types of studies; Linkage between drought phenomena & management Operational - distinguishes between Short-term & Long-term activities for mitigating drought impacts, therefore, contribute to planning & response efforts. Structural Components: The Planning Platform: Setting up a multi-disciplinary stakeholder/expert team to frame the purpose & process The Public Review Platform: Public review & revision; public dissemination of drought plan DRMF Scheme – Planning Framework Page 6/

8 Sets the ground for proper orientation of the whole framework: From Crisis Management to Risk Management or, defining the drought plan “Road Map” for the DRMF Plan clearly reflecting 2 (actually 3) major operations:  Monitoring & Early Warning= Assess, communicate, & trigger actions foundation of a drought mitigation plan  Risk Assessment & Management that covers (a) Vulnerability Assessment= Who & what is at risk & why? 9 The DRMF Scheme – Planning Major Operations MONITORING & EARLY WARNING Establish drought monitoring/ management areas Quantify/qualify inventorying existing & current relevant data from networks (local/International) Determine Drought Prone Areas (DPAs) Upgrading & data needs of primary users Adopt common understanding for drought alert levels with applied drought indices Develop a drought monitoring system to track conditions (Drought Early Warning System) Public information dissemination system to serve early warning RISK ASSESSMENT & MANAGEMENT Drought Risk = Hazard x Vulnerability Risk Analysis = Assess. + Managt. Risk Management Planning= identifying actions taken by citizens, industry, government, and others before a hazard occurs to adapt and respond to impacts arising from a hazard. Conduct a drought impact assessment Prioritize impacts by sectors within districts’ DPAs Conduct a Vulnerability Assessment Identify Risk management alternatives in DPAs (Mitigations & Response Actions) (next slide) Prioritize risk management alternatives in DPAs 9

10 Drought Preparedness: Policies, programs, activities before drought to prepare the community & increase coping capacities Drought Mitigation: Structural/non-structural & physical measures to reduce drought impacts Drought Response: Help, intervention, assistance during or after drought disaster occurs to relieve people in distress Drought Recovery: Actions taken after a drought to restore or improve pre-drought living conditions & adjust to reduce disaster risk.
