1. Introduction Zp/ps are legal bodies competent to handle financial & physical activity. They came into existence & governed by zp & ps act 1961. Financial administration of zp /ps is governed by zp & ps account code 1968. In functions it is synonymous to MTR 1968 Even if CEO is head of zp administration,CAFO is primarily responsible for financial aspect of zp & ps

2. Chief Accounts & Finance Officer Cafo is backbone of financial administrations Cafo’s duties are elaborated in schedule one of zp & ps account code 1968. His duties are broadly classified as follows 1) Financial advisor 2) budget controller 3) Drawing In disbursement officer 4) primary auditor 5) receiving & paying authority for Zp funds

3. Organizational set up Cafo is head of finance department u/ s 99 of act & he is also given status of head of office. For every ps account branch works under BDO’s administrative control & cafo’s functional control AAO /JAO are posted under each HOD to look after financial maters of concerned dept. Cafo discharge his duties with administrative set up of finance department,account branch at ps & AAO /JAO posted in other departmental
