2 AT A GLANCE In 2012 Russia’s auto industry recovered to precrisis sales levels It is currently benefiting from an unprecedented amount of investments into new and modernized production facilities with more then 10 billion USD through 2020 By 2020 Russia is projected to grow into the largest European car market and the 5 th largest globally (4,4 million vehicles annual sales) * * The Boston Consulting Group (BCG)

3 In crisis doom and gloom ► In 2009 Russia’s auto sales declined 50% from their peak in 2008 ► Domestic producers and their supply chains were either on the brink of bankruptcy or on life support provided by the state budget or state-owned banks ► All attempts to buy Opel and Saab Automobile (a golden egg of new technology and know-how) from GM were rejected at the last minute

4 New salvation path Motivating global industry leaders to localize in Russia by forming partnerships with domestic firms Regulatory Decrees, which govern industrial investments by automakers, were revised Custom duties benefits were awarded to producers (and their suppliers) that established annual production capacity of more than 300 000 units in 48 months of the supplementary agreement and boosted the local value added to 60% within 6 years
