3 State Program The State Program for Training-re-retraining and Qualification Raising for Job-seekers Primary goal of the program is to increase competitiveness of jobseekers and support their employment; Program envisages two components: Short VET training programs (1000 GEL); Professional Internship at Enterprises (150GEL); Target Groups: Citizens of Georgia above the age 16, or Stateless persons with special, humanitarian and refugee status; Registered as a job-seeker at the Labour Market Management System (www.worknet.gov.ge)

9 Employment Support System – worknet.gov.ge Employment support system enables registered members to participate in employment support programs and get information on vacancies; Currently 43 154 members are registered in the system.

12 Labour Market Information System In 2016 MoLHSA plans to establish LMIS; LMIS IT System is envisaged as “One Stop Shop” public web portal that includes up-to-date information about: Labour Market Conditions in Georgia; Occupational profiles and outlook; Career guidance information.

13 Labour Market Information System What is LMIS? LMIS is a mechanism to handle collection, procession, analysis and dissemination of the labour market information to jobseekers, students, employers, policy-makers and other stakeholders. Why is LMIS Important? Provides information on employability, trends in industrial sectors, career prospects & etc; Improving information flow; Supports policy makers in analysis and decision-making process. Who is an audience? Students; Job seekers; Governmental Agencies; Private Sector. CollectionProcessionAnalysisDissemination

14 Labour Market Components Research Research covered 11 regions of Georgia; 6000 organizations were surveyed both from public and private sectors; Data is analyzed according to regions, types of economic activities, education level; Occupations are analyzed at 4 digit of ISCO-2008. Labour Market Components Research revealed demanded professions through analyzing positions, where employers have labour force shortage due to lack of skills and qualifications; list of most demanded professions were prepared for the state program – the State Program for Training-re-retraining and Qualification Raising for Job-seekers.

15 Main Findings The employment rate increased by 1%; Most organizations hire labour force, but have limited number of vacancies (demand is low); A small number of organizations complain about labour shortages; It’s difficult to find workers for some occupations: Lack of applicants; Shortages of skills and qualification; Applicants require more salary than it’s proposed by employers; Determined employment growth and reduction according economic activities. Employment was seriously reduced in the construction sector (- 11595), in spite of it construction is a leader in terms of employment (74397).

18 Research Activity In 2016 Ministry of Labour, Health and Social Affairs of Georgia plans to undertake research on unemployed youth attitudes, motivation and employment strategies. Objectives of the research are: To create an accurate data base on unemployed youth attitudes, motivation and employment strategies on basis of Tbilisi and other university cities (Batumi, Kutaisi, Zugdidi, Akhaltsikhe, Telavi, Gori); To identify employment strategies used by young people; To prepare recommendations on employment supportive mechanisms of young people.

19 Research Activity Method: Research will be done through qualitative and quantitative methods. Qualitative research will cover 4 focus group meetings 20 semi-structured interviews with governmental and non-governmental institutions working on youth issues; Quantitative research will envisage 400 face-to-face interviews with 4 categories of respondents. Target Groups: Respondents will be 15-24 years old young people and they will be divided into 4 categories: University and VET students; Unemployed graduates of universities and VET schools; Employed graduates of universities and VET schools; Unemployed youngsters who didn’t continue study after school graduation.
