2 2 Presidential Memorandum – 28 June 2010 “This new era in global technology leadership will only happen if there is adequate spectrum available to support the forthcoming myriad of wireless devices, networks, and applications that can drive the new economy.” – President Barack Obama Directed the Department of Commerce, through the National Telecommunications and Information Administration (NTIA), to:  Complete a plan and timetable for making available 500 MHz over 10 years suitable for wireless broadband  Work with Federal Communication Commission (FCC) in this process Fast Track Process as a down payment Office of Management and Budget to provide incentives and assistance to government agencies NTIA to develop a plan to facilitate research, development, testing, and experimentation

6 Executing the Ten-year Process: Status Today Detailed analysis report for 1755-1850 MHz released March 2012  Determined comparable bands for the various types of operations  Determined a first order cost for relocation  Determined some systems may remain in band thereby resulting federal/industry sharing of the band  NTIA concluded that the entire 95 MHz can be repurposed if several challenges can be overcome Beginning transition planning for repurposing bands Initiating feasibility study on 5350-5470 and 5850- 5925 MHz bands for unlicensed use Working with Industry to find more opportunities for 3550-3650 and 1695-1710 MHz Fast Track Bands 6

8 Summary of Challenges 8 Relocation could take 10 years or longer Costs could reach $18 billion Achieving comparable capability for Federal systems (considering incumbent operations in any spectrum selected for relocated Federal operations)  There is little to no spectrum today that is unencumbered  Incumbents will maintain their status.  Relocated systems will need to provide adequate protection Supporting Federal relocation costs  Auction proceeds must exceed expected federal relocation costs Sharing must be a consideration  Spectrum sharing is a vital component  A balanced approach

9 Middle Class Tax Relief and Job Creation Act of 2012 (MCTA) Significant spectrum implications Clearing federal spectrum: 15 megahertz of spectrum between 1675 and 1710 MHz  NTIA: Submit a report within one year  FCC: Start auction proceedings within three years Reallocate and auction (FCC) the following:  1915-1920 MHz; 1995-2000 MHz  15 MHz of spectrum between 1675-1710 MHz  2155-2180 MHz (Need pair (e.g., 1755-1780))  15 megahertz of contiguous spectrum to be identified by FCC 9

10 MCTA (continued) Unlicensed use in the 5 GHz band  NTIA: Accomplish a study of the 5350-5470 MHz band in 8 months and 5850-5925 MHz band in 18 months  FCC: Initiate Part 15 (unlicensed) proceeding within one year for the 5350-5470 MHz band FCC: Incentive auctions of broadcast TV spectrum – Report and Order April 2012, Rulemaking this fall Comptroller General: Study on receiver performance/spectrum efficiency within one year Office of Management and Budget: Revise Circular A-11 within six month (consider spectrum value in procurement decisions) 10

11 MCTA (continued) NTIA: Establish Technical Panel and a Dispute Resolution Board to review Federal transition plans address disputes  Timelines for establishing rules and appointing members  Aimed at better, transparency, coordination and predictability NTIA: Establish nationwide public safety broadband network based on LTE technology  Allocated 22 MHz of 700 MHz for nationwide network New spectrum: 758-763 MHz and 788-793 MHz. Existing spectrum: 763-769 MHz and 793-799 MHz  First Responder Network Authority, independent entity within NTIA, to deploy and operate the network Holds single public safety license for the nationwide network Form the FirstNet Board by August 2012 11

12 Inventory of the Radio Spectrum Federal Spectrum Inventory Report NTIA’s Office of Spectrum Management created inventory reports in response to the President’s Memorandum: Unleashing the Wireless Broadband Revolution:  Federal agency spectrum use 225 MHz to 5 GHz  Available on closed Federal Agency Website as documents still in review process  Not releasable to the public. Reports correspond to U.S. Table of Allocations and include:  Band Introduction  Allocations  Federal Agency Use  Frequency Band Analysis by Application  Planned Use 12

15 Conclusions Growing demand for spectrum to support broadband and Federal requirements Paradigm shift toward sharing Repurposing 210 MHz of spectrum already recommended by NTIA would achieve 40% of President’s 2020 goal of 500 MHz  NTIA continues to work with FCC to study and identify additional bands for repurposing Course is set for a nationwide public safety broadband network led by FirstNet 15
