2 STAC - WHERE DID IT COME FROM? JHAC HAT STAC Buncefield and Andoversford highlighted a need for co-ordinated scientific and technical advice to Gold Commanders Works similar to HAT but includes wider scientific advice & recovery.

3 RDPH responsible for ensuring robust local arrangements in place STAC plan developed by local responders Chaired by DPHs or CsCDC, lead may handover to another agency during recovery Training in Chair and Membership roles being delivered by a DH & HPA co-ordinated programme Absence / fallback – SCG Chair to contact SHA RDPH or RD HPA to activate STAC Membership may expand or contract to reflect risk. 10 Provide a common source of scientific and technical advice Monitor and corral the responding science and technical community Agree any divergence from agreed arrangements Pool available information Provide a common brief to the technical lead from each agency Identify other agencies/individuals who should be invited to join Ensure debate takes place and remains within the cell Liaise with national specialist advisors from represented agencies Ensure that there is a practical division of effort among members Maintain a log of decisions made and reasons. STAC ROLE

11 Regional STAC Plan being produced by the SHA There will only be one STAC formed regionally in response to a cross LRF Incident Regional pool of Chairs possibly co-ordinated by the HPA RHEPA Team Central Government supplementary guidance awaited regarding Nuclear Installations Inspectorate and Maritime Coastguard Agency.
