CBM002 Refresher Training & CBM00S/CBM002 Update Planning and Accountability Staff THECB December 7, 2010

CBM002 Implementation Timeline 2008 and 2009 Development Stage for CBM002 TSI Report – Committee of college and university developmental education, institutional research, and reporting staff provide input – Drafts presented to user groups upon request – THECB training session is broadcast, including opportunity to provide feedback on draft (2/09) – Draft is finalized; first submissions are due summer 2009 for spring 2009 report

CBM002 2010 Activities Ongoing review of CBM002 submissions – THECB file inquiries conducted – Error checks added/removed/adjusted Field informed of new edit checks; individual institutions contacted as appropriate Revisions to CBM002 for summer 2011 developed (to align with introduction to CBM00S)

Fall 2010 October: All CBM002 calendar year 2009 reports certified November 2010: Additional issues identified in CBM002 Accountability Report production Emphasis placed on Fall FTIC cohort Data

Issues Identified Lack of Consistency Across Items Reported Items # 20/40/60 #20 Math TSI Obligation Determined To Be Satisfied Based on the State Standard Met by Census Date or Determined To Be Exempted. 0 No, not satisfied or obligation is waived (see item #12 options ‘1’, ‘2’ & ‘3’ for waivers) 1 Yes, at my institution 2 Yes, at another Texas public institution

Items # 24/44/64 #24 Math TSI Obligation Satisfied Based on the State Standard by the End of the Semester/ Reporting Period. Note: Students reported with a ‘1’ or ‘2’ in Item #20 should be reported with a ‘2’. 0 No, not satisfied (or obligation is waived) 1Yes, at my institution this semester or determined to be satisfied by my institution this semester 2Already satisfied (or exempted) by census date

What is a Waiver (See Items 12 and 21A/41A/61A) TSI Statute/Rules include the following categories: exemption, exception, and does not apply Waivers were added for reporting purposes A waiver is temporary and an exemption is permanent (examples: current dual credit students, non-degree seeking students) Report an exemption over a waiver!!!!!!!!!!!!

Edit Checks

Edit Checks Can’t Catch: Students who are reported incorrectly for their TSI status but reported consistently across items NOTE: FTIC university students who did not meet standards in all three areas showed about a 1000 percent increase from fall 2008 to fall 2009. Students taking developmental education who are not reported in a class

First College-Level Course Items 30, 50 and 70 #50 Credit for First College-Level Reading-Intensive Course in a Previous Reporting Period. Has the student previously successfully completed a college- level reading intensive course with A, B, or C? Report credit earned through AP, IB, dual credit, and credit by exam as ‘3’. 0 No, not satisfied 1 Yes, at my institution (previously reported) 2 Yes, at another institution 3Yes, credit otherwise awarded at this institution (e.g., AP, IB, dual credit with a C or better, credit by exam)

First College-Level Course, Items 31, 51, and 71 #51 Enrolled in First CB-Approved College-Level Reading-Intensive Course. Is the student enrolled in college-level reading at your institution this reporting period? 0 Previously reported as successfully completing first college-level course 1 Yes 2No NOTE: Check this item for continuing students !! More than 40 IHEs have fall 2009 errors.

Institutions with >25 Errors on #30/31, #50/51, and/or #70/71 000079003580003644009930 000405003594003658010019 003546003600003664010060 003553 003601006661010964 003554003603007857023154 003558003606008899031034 003570003611009549103658 003573003632009797

Student SCH and Grade Points Universities don’t offer technical SCHs Students receiving F’s must be reported with semester credit hours and no grade points for the class What we look for: – Too many students with no SCHs and no Grade Points reported; – Appropriate number of students with SCHs and 0 grade points

Checklist of Issues Reviewed Items #20/24, #40/44,# 60/64 must be consistent. Items #30/31, #50/51, #60/61 must be consistent. Students who have met the standard must be accurately marked on items #20/40/60. We use this item for determining initial TSI status. When a student’s status changes, report the change correctly in items #20/40/60 and #24/44/64.

Process for Recertifying Fall 2009 Data Review reports ASAP Contact Julie Eklund at julie.eklund@thecb.state.tx.usjulie.eklund@thecb.state.tx.us Resubmit file for test edit Report will be updated if submitted and error free by January 3, 2011 Update Spring, Summer, and Fall 2010 data by January 18, 2011

Determining Initial TSI Status SAS Code will be made available online for comparing THECB results against institutional data.

Determining Initial TSI Readiness For Fall FTIC Cohorts Determine FTIC cohort using CBM001 FTIC Data Criteria for TSI Met at Initial Enrollment using CBM002: Blanket exemption- TSI met for all TSI areas – Item #12 reported ‘5’ or ‘6’ – earned degree or previous TASP exemptions (TSI met by Census date should be reported with ‘1’ or ‘2’ in items #20/40/60 and “2’ in #24/44/64) Met TSI for individual subject areas – No waiver or blanket exemption (item#12 reported ‘0’); – TSI area met by census date (item#20/40/60 reported ‘1’ or ‘2’); – TSI area met at the end of the term (item#24/44/64 reported ‘2’)

Determining TSI Met for Fall FTIC Cohorts (Waiver or Military Exemption Reported) TSI Met for individual Subject Areas w/Waiver – Waiver for level-one certificate/non degree seeking/ or military exemption: Item#12 reported ‘1’, ‘3’, or ‘4’*; – Exemption for the TSI area (item# 21A/41A/61A reported ‘2’, ‘3’, ‘4’, or ‘5)’; – Successful on TSI Assessment Test (items #22/42/62 with approved test and score that meets TSI standard) Waivers and Military Exemptions reported as “Unknown” for subject area if this evidence of Met is not provided (TSI does not apply). *Note on Item #12 option ‘2’ – Dual Credit Students are not included in FTIC Cohort.

Determining TSI For Exempted Students (Academic Exemptions) If Item #20/40/60 is reported as ‘1’ or ‘2’ and related item #24/44/64 is reported as ‘2,’ exempted students are reported as met standard for area If item#20/40/60 is reported ‘0’ and related item #24/44/64 is reported as ‘2’(satisfied by Census date), student is reported as met standard. – (‘0’/ ‘2’ triggers a questionable flag) In the future, ‘0’/ ‘2’ will be reported as met only if: – Item#21A/41A/61A is reported ‘2’, ‘3’, ‘4’, or ‘5’ – Item #22/42/62 reported with passing test scores.

CBM002/CBM00S Transition Many CBM002 Items will be removed CBM002 language will be updated, but… Only Items #13 and #30/#50/#70 will be changed

First College-Level Course, CBM002 #30 Credit for First College-Level Math Course. Has the student successfully completed college-level math with an A, B, or C? Report credit earned through AP, IB, dual credit, and credit by exam as ‘3’. (See page XX for information about reporting transfer students.) 0 No, not satisfied 1 Yes, at my institution this semester (reported on the CBM00S) 2 Yes, at another institution 3 Yes, credit otherwise awarded at this institution (e.g., AP, IB, dual credit with a C or better, credit by exam) 4 Yes, at my institution in a previous semester

CBM00S Items Related to First College- Level Course #20 (Univ.) #23 (CTC) First College-Level Course (FCL). Enter the code indicating the type of requirement the course completed by the student is meeting for FCL course completion. This field is used to determine successful completion of a first college level course for undergraduate students (a success measure in the accountability system related to Texas Success Initiative standards). Report “0” (not applicable) for a course in which the student received an incomplete or an F as the course will not satisfy the requirements of the measure related to this item. (See the introduction to the CBM002 for more information.) 0 Previously reported as successfully completing first college-level course or not applicable 1 Math 2 Reading intensive 3 Writing intensive 4 Reading and Writing intensive

Reporting Developmental Education Coursework on the CBM00S Reporting Developmental Education Coursework (Page S.3) Every student who attempts developmental education courses during the semester must be reported in this report, even if the student has met TSI obligations. This includes students who choose to take developmental education coursework or are placed in a class by the reporting institution. Developmental education courses will be identified in Item #19 (Univ.)/#23(CTC) using the appropriate level designation (a ‘0’ is coded if the course is not developmental). The level of the course is determined as follows: 1 Highest Level Developmental Course (Use this designation for Pre-College Reading/Writing Courses or Intermediate Algebra) 2 Medium Level Developmental Course (Use this designation for Intermediate Reading/Writing Courses or Introductory Algebra) 3 Lowest Level Developmental Course (Use this designation for Fundamental/Basic Reading/Writing Courses or Pre-Algebra and below)

CBM00S Items Related to Deved Coursework #19 (Univ) #22 (CTC) Developmental Education Course. Enter the code indicating the type of developmental course completed by the student. (See page S.3 for a description of these levels.) 0 Not a developmental course 1 Highest level developmental course 2 Medium level developmental course 3 Lowest level developmental course

The Following Items are NOT Specific to TSI (Beware of Programming Pitfalls) Item #21/#24 Course Grade. 1 A 2 B 3 C 4 D 5 F (No Credit) 6 I (Incomplete) 7 W (Withdrawn or Drop) 8 Credit/Passed 9 E for Effort or In Progress (No Credit) N No credit/Did not pass Item #22 Point Value of Grade. Based on a 4-point system, enter the grade point value earned for this course (as entered in Item #21) completed for the reporting period (e.g., A 4.0 will be recorded as ‘400’). If no grade is earned for this course enter spaces. NOTE: Do NOT report the student’s GPA; this is the grade point value earned for the grade in the course. Do NOT factor in the credit hour value in the grade point value.

CBM00S: Item #25(Univ.)/#28 (CTC) Flexible Entry Enter a ‘1’ if this is a Flexible Entry (FE) class that is being reported this semester. Enter a ‘6’ if a student is enrolled in a course that spans from the previous semester and is being reported as completed this semester. This record must be a separate record. Leave blank if not.

CBM002: BEGINNING SPRING 2011 Item # 13 Flexible Entry Item #13 Flexible Entry. Enter a ‘6’ if the record is for a student enrolled in a class that is being reported with a ‘6’ FE code on the CBM00S. Leave blank if not. NOTE: Beginning in Summer 2011, entering a ‘1’ on item #13 will produce an error.
