3 What is Union Catalog? NDAP is executed by 8 major content holders and the contents are divided into 12 thematic groups. Over 90 archive systems are being used or under construction, but each of them is quite different. In order to share the digital resources built by the participating units of NDAP, the construction of a union catalog is very important not only for research but also for public. In the future, contents in union catalog may have a chance to be value-added by industry.

9 Conclusion Current status The greatest difficulty in building a union catalog is not developing the system, but reaching consensus among the cooperating units about the format and quality of metadata. Another issue is whether cooperating units are willing to release their content because some content has research value.
