3 Review Application and See Guidelines for Instructions  SECTION 1 - CERTIFICATION OF INFORMATION 2 individuals must be legally authorized by the applicant to be signatories  SECTION 2 - PROPERTY OWNER PERMISSION / ACKNOWLEDGEMENT Owner’s signature is required if property is not owned by the Applicant  SECTION 3 – THRESHOLD REQUIREMENTS Each question represents an eligibility standard that must be met at the time the application is submitted. Answer the questions accurately and honestly with “Yes” or “No”. To be eligible for an HCP grant, the applicant must have answered “yes” to each question. Question D may not be applicable to all applicants. If so, question D should skipped. Are Threshold Requirements met? Assessing your Eligibility

4 Threshold Requirement A – Applicant Eligibility  A non-profit organization, local government agency, tribal government, public development authority, or other entity as determined by the society.  Nonprofit Organization has 501c (3) IRS determination and is incorporated under nonprofits laws of the state of Washington.  State and federal agencies are not eligible to apply.  Two HCP contracts may not overlap.  HCP and Building for the Arts at the same time? An applicant may submit simultaneous proposals to both state grant programs; however, funding cannot be received from multiple state funding sources for the same project during the same biennium.  Building for the Arts: www.commerce.wa.gov/CapitalProgramswww.commerce.wa.gov/CapitalPrograms

5 Threshold Requirement B – Project Eligibility – WAC 255-02 Eligible Projects and Costs - grants may assist in the following categories:  Construction, including such items as materials, labor, permits, legal services, HVAC, utility hook-ups, and lighting;  Purchase, restoration, and/or preservation of fixed assets, including historic buildings and structures, historic ships, locomotives, airplanes, and other transportation conveyances;  Acquisition of unimproved property for the purpose of construction of a new facility that has a heritage mission;  Acquisition, protection, stabilization, and/or development of historic or archaeological sites that are culturally or historically significant;  Physical improvement of interior spaces for exhibitions, programs, and/or preservation activities;  Construction-related architectural and engineering expenses;  Purchase of equipment directly related to and necessary to accomplish the project; and  Bridge loans, or financing, but only if the loan is obtained after the application is approved for funding through the Governor’s signature of the biennial capital budget.

6 Threshold Requirement B – Ineligible Projects and Costs The following costs may not be used in any HCP budget:  Staff or consultants doing general or strategic planning, capital campaign feasibility studies, fund raising, business plans, artifacts collection work, or project publicity and promotion;  General facility maintenance repairs, supplies, salaries, or programs;  Leasing of equipment or automotive vehicles;  Museum collections, generally, and collections management, computerization, or conservation;  Computers, servers, and similar technological items;  Indirect costs or a standard indirect rate for grant administration;  Volunteer hours for board or committee meetings;  Hosting and lobbying;  Reduction of debts;  Earnest money, until such funds become part of a completed property purchase;  Out-of-state travel, unless approved by WSHS;  Extraordinary legal services; and  Pre-payments for items or services not received by June 30, 2019

7 Threshold Requirement C – Property Control  Please confirm that the applicant has sufficient property rights to enter into and conduct the project. Check all that apply and provide additional information as specified.  The subject property must be held a minimum of 13 years beyond the completion of the project, and  Be used for the express purpose of the grant as proposed in the application. The public access and public benefits proposed by the grantee must continue throughout this time period.  If you are leasing, the entity providing the lease must have adequate property rights to grant the lease. Tip: Verify!

8  HCPF grants are subject to GEO 05-05 if the project is  not undergoing a Section 106 review under the National Historic Preservation Act (NHPA)  and disturbs ground or involves structures more than 50 years old.  Relevant Secretary of the Interior's Standards for Treatment of Historic Properties will need to be followed if the property or object central to the application is  listed or eligible for listing on the National Register of Historic Places or the Washington Heritage Register  Contact DAHP – www.dahp.wa.govwww.dahp.wa.gov Threshold Requirement D – Governor’s Executive Order 05-05

9 This is the Legislative intent of HCP program.  Demonstrate significant public benefit in the form of heritage interpretation and preservation  Public access to it on a regular basis  Project Purpose identifies how grantee will meet this contract requirement.  See RCW 27.34.330 Threshold Requirement E & F – Public Benefit & Public Access Vashon – Maury Island Heritage Museum

10 Threshold Requirement G – Grant Request  Minimum request for HCP funding must be $7,500.00. The the total project cost must be at least $22,500.00 with 2:1 match.  Maximum request for HCP funding; no more than $750,000.00. The total project cost must be at least $2,250,000.00 with 2:1 match. Skagit City School Restoration

11  Cost share is non-state cash match and in-kind contributions:  For eligible project expenditures on the proposed project  From up to six years prior to biennium of the grant (July 1, 2011)  Documentation  State’s share of total HCP project cost can be no more than 33.33%.  Grantee’s share of the total HCP project cost must be at least 66.67%.  Up to half the cost share can be in-kind contributions.  Document donated general labor ($15/hour value): track name, date, hours, type of work.  Donated materials and professional services may be applied as cash match or in-kind.  Document donated materials and professional services with signed, dated invoices from donor.  Historic Preservation requirements apply to all work for which expenditures will be reimbursed or applied as cost share. Threshold Requirement H – Grantee Match (Cost Share)

13 Grantee Match – Cost Share  Cost share can be non-state cash match and in-kind contributions, only.  Funds from other state sources and related match cannot be included in the proposed budget. They may not be reimbursed or used as cost share.  Other state funds cannot be included in the proposed budget.  Local and federal funds may be included. Threshold Requirement I – Non-state Funds Only The Suquamish Tribe – Suquamish Museum and Arts Center, Suquamish

14  Available grantee funds can be cash match or in-kind.  Cost Share can be in-hand, already used as eligible expenditures, documented as pledges, or intended to be raised (up to 25%).  75% of the proposed match must be available at the time of application.  At least half of the 75% must be applied as cash.  Funds held by the grantee or pledged must be dedicated or restricted for use on the proposed project.  Documentation will be required.  The remaining funds must be available by contract expiration date of June 30, 2019. Threshold Requirement J – Minimum Available Funds

15  Construction projects are required to pay state prevailing wages as of the date the state’s capital budget becomes effective.*  Department of Labor and Industries (L&I) implements this law.  Visit the Labor and Industries website at http://www.lni.wa.gov/tradeslicensing/prevwage/wagerates/ http://www.lni.wa.gov/tradeslicensing/prevwage/wagerates/  L&I determines applicability and wage rates.  Information and workshops are available. * This does not apply to Cost Share work done before the HCP contract is executed. 16 See Guidelines for Additional Instructions  SECTION 4 - APPLICANT ORGANIZATION INFORMATION - Provide all applicable information for the organization as requested.  SECTION 5 - PROPOSED PROJECT  This section simply provides decision-makers with a snapshot of the proposed project’s title, scope, schedule, budget and purpose.  Please provide summaries for each of A – E. Watch word counts!  TIP: You may want to complete these summaries AFTER working on the remaining more in-depth sections.  NOTE: You must reply to the question regarding the chance that full funding is not available  SECTION 6 - GEOGRAPHIC INFORMATION - Provide all applicable information for the organization as requested. 17 See Guidelines for Additional Instructions  SECTION 7 - ARCHAEOLOGICAL AND HISTORIC PRESERVATION INFO.  This section may not apply to all applicants.  Applicants are encouraged to contact DAHP for review of their proposed project, and can earn up to 5 points for evidence of having done so ahead of submitting an application. (See application SECTION 10 – C, Project Scope of Work – Consultation)  Be prepared to provide building address, any known historic designations, project specifics and any available architectural drawings. and be aware that DAHP may need additional information. Due to the volume of projects, please allow at least 2 weeks for review.  If you are unsure of the historic status of your property, please consult with the local government and the State of WA Department of Archaeology and Historic Preservation. 18 See Guidelines for Additional Instructions  SECTION 8 - PROPERTY OWNERSHIP OR LEASE INTEREST  Provide all applicable information for the organization as requested.  Other agreements (such as a Memorandum of Understanding) with owner and commitment from owner that will meet contract requirements.  Lease terms description should demonstrate that the lease will be in place during the period of the contract and for a minimum of 13 years duration following completion of the project and will allow the uses described in the application.  Real Property Value – If acquired or being acquired solely for the purpose of the project after June 30, 2011, provide the fair market value supported by a current appraisal (within 6 months) performed by a certified professional appraiser, or recent purchase documents. 19 See Guidelines for Additional Instructions  SECTION 9 - COMMUNITY NEED  Along with information provided throughout the application, this section should demonstrate the community’s need for the proposed project and the ability of project to meet the need. For example, note the relative historic and cultural significance of facility, threats or urgent situations, capital needs and/or deficiencies of facility, how the proposed project would meet these needs and why this is the best time for HCP support. 20 See Guidelines for Additional Instructions  SECTION 10 – PROJECT READINESS  Along with information provided throughout the application, the information provided in the narratives, forms and attachments of this section should demonstrate that a well-planned and cost-effective project is ready to go and that the organization has the ability and financial capacity to complete it by June 30, 2019.  Define the scope, schedule, budget and purpose for the project that will be completed using both HCP grant funds and your cost share. Provide sufficient detail that an auditor can determine how state funds are being used.  Carefully complete the narratives, forms and attachments for parts A-E, noting the word counts. 21  10 A. Project Scope of Work and Schedule – Narrative  Describe the size, scope of work and timeline of the proposed capital project to be completed. For example, provide the size of the area of work, what will be designed, constructed, rehabilitated, and/or purchased, the project milestones and target dates.  Describe whether this project is one phase of a larger project or if it is the total project, and if just one part of a multi-phased project, include brief information about all phases, schedule and cost for the entire project, and summarize stage of design and status of any project work.  Anticipate - and describe if applicable - any additional work that may also be completed in the event the described work is completed and grant funding remains.  Describe any legal, planning, permitting, review processes, public debates or other factors that could significantly change the timeline for the grant project. 22  10 B. Form 1 - Project Scope of Work – By Architectural Division  Use FORM 1 at the end of the application.  List work elements that will be completed in each applicable division, indicating work being done within a building’s existing footprint or as additions or new structures.  Separate out work being done within a building’s existing footprint from work being done in a new area, such as additions or new structures.  Delete (or add) divisions as needed, or delete the entire form from your application if unnecessary. Project Scope of Work - Consultation  Describe any professional consultation on project design or work elements that your organization used to inform an appropriate project.  For example, did you seek professional advice on the design and choices of materials, have you had professional advice on adhering to the Secretary of Interior’s Standards for Historic Preservation, consulted with DAHP, an historic preservation specialist, an architects, an engineer, etc.  Applicants must be aware of and comply with all applicable federal, state, and local laws, regulations, policies. The next two slide provide additional information.  Seek professional or state assistance as needed to assure that all requirements and contract terms can be met. Completing the Application

Project Budget and Source of Available Funds - Narrative  The narrative should identify the total cost of the project by Cost Category  Cost Categories shown are those typical for HCPF grants.  If a category does not apply, please disregard. You may delete.  Contact WSHS staff if you have a category not listed.  The narrative should establish how the grantee and the state will share the cost of the project.  Expenditures for work from contract execution date are HCP eligible.  Describe how the budget and cost share amounts provided on the Project Budget Form and Source of Available Funds Form were determined.  Indicate whether the available funds are cash match or in-kind, and whether the available funds are in hand, expended or pledged. Document each individual contribution or pledge over $10,000 as Attachment G. Completing the Application

27  10 E. Form 2 - Project Budget  See FORM 2 at the end of the application.  Provide the budget for the proposed project.  At least 75% of the Cost Share must be available at the time of the application.  Up to 25% of the Cost Share may be projected to be received by June 30, 2019.  Only those eligible expenditures for work that was completed from the HCP contract execution date forward are HCP eligible for reimbursement.  Forms 2 and 3 must be consistent.  The total cost of the project must be identical to the available funds Grand Total – Project Funds on Form 3. 28  10 F. Form 3 - Source of Available Funds  See FORM 3 at the end of the application.  Identify all sources of cash and in-kind funding committed for the proposed project, whether pledged, held by the applicant or expended on the project. (These must be dedicated or restricted for use on the proposed project.)  Identify cash match or in-kind; and pledged, held by the applicant or expended on the project.  Forms 2 and 3 must be consistent.  The Grand Total must be identical to the budget total. 29 See Guidelines for Additional Instructions  SECTION 12 - ORGANIZATIONAL CAPACITY  In a narrative and the attachments described, demonstrate organization’s financial and managerial capacity to successfully manage the contract, maintain and operate the facility, and use it for the express purpose of the grant or 13 years beyond the completion of the grant project.  Provide dated and labeled meeting minutes or signed resolutions showing official approval of the proposed project and authorization for application.  Provide evidence of partner commitments including contracts for facility use and operations (as applicable) as Attachment I.  For non-profits, provide Required Attachments J – O per Section 13.  Optional - Provide any business, fundraising and operations plans.  Complete the provide Budget and service data section. 30  Print one one-sided copy of the completed Grant Application Form and all required attachments. This is your “original” application.  Create a CD document of a WORD version of the completed Grant Application Form and PDF’s of all attachments.  Before making required copies of the original, sign it, remove the application cover page And the blank page which follows it. If Form 1 is not used, you may delete it.  Make fourteen two-sided and three-hole punched copies of the original application form, and attachments A and B only.  Clip each application with its attachments together, without any binders, report covers or staples. 31  A complete application submittal contains three parts rubber-banded together in one package: 1.One CD containing unsigned application and PDF copies of all attachments 2.One master copy of the original signed application and all attachments 3.Fourteen copies of the original application and the attachments A and B  Application package must be postmarked by May 19, 2016 or received by 4PM on May 19, 2016.  Submit (by mail or delivery) the application package to Washington State History Museum Attention Heritage Capital Projects Program Reception Office - Third Floor Lobby 1911 Pacific Avenue Tacoma, WA 98402  If you deliver the submittal, note that the Reception Office is only open Tuesday – Friday 10:00 - 5:00.
