2 Who We Are The NAFMNP was established in 1992 as a non-profit corporation. We are the only national organization linking the States, the District of Columbia, Indian Tribal Organizations, Territories, and other stakeholders in USDA’s Federal Nutrition Programs. We serve Farmers Markets, Farmers, low-income families, and seniors who share in our mission.

5 National Trends Community Merchants USA, reported in Forbes Magazine that only 27% of sales in 2012 were completed in cash. That leaves 73 % in one electronic form or another

6 Trends continued Cash sales are estimated to drop to less than 23 % this year. So that means that less than one quarter of sales are in cash More than six out of ten Millennials, or 63%, don't have a single credit card That compares to a mere 35% of Americans who are over the age of 30 Our job is to make sure that farmers are not left behind in this movement

8 Trends within the industry Growth of mobile wallet use A large number of consumers use their mobile devices to access credit stored in "mobile wallets" to buy product and services online and in traditional brick-and-mortar stores. This practice is not only convenient, but it also speeds up the transaction process. This trend calls for an increased need to protect the financial data of customers. As such, there will need to be a significant amount of collaboration between retailers, technology experts and electronic payments processors. Biometric data identification As hackers and data thieves become more sophisticated in their efforts, there has been a major push by the financial sector to try to stay one step ahead. According to TechRadar, biometric payments are becoming popular with consumers who desire to move away from the use of passwords that can easily by discovered by those looking to commit cybercrimes. As a result, fingerprint scanning and voice recognition could soon become a part of the payment transaction process as both offer a much greater deal of security given their personalized nature.biometric payments

10 WHY is it important for FARMERS ? Washington State University Research Report Report published April 2013 about 17 farmers markets accepting EBT, credit, and debit transactions from July - October 2011. Only 6% of all sales in cash! Average electronic sale - $34.57! $285,211 spent at markets using CREDIT, DEBIT, and SNAP EBT. Credit - $162,487 Debit - $ 70,092 SNAP - $ 30,438

11 Other State Examples Alabama: A farmer reported that using wireless technology for SNAP, Debit, and Credit Card payments increased Saturday sales by 60% ($1,000 up to $1,600-1,800)! Michigan: Farmers in Kent County, Michigan had dramatic sales increases ($44,000 to $117,000) in one year when they used wireless technology to accept SNAP transactions. New York: The Farmers Market Federation of New York reported that a direct- marketing farmer added $40,000 in sales the first year using a wireless terminal. SNAP sales at farmers markets have increased by triple digits for the past several years.

13 Purpose of SNAP EBT FUNDING: Increase SNAP redemptions/participation at farmers markets… …by providing wireless SNAP EBT equipment to: FARMERS MARKETS and/or DIRECT MARKET FARMERS not currently participating in SNAP at such markets

14 What ‘were’ the Problems with EBT Not one complete solution to accept all of the different types of payments at farmers markets There were at least 6 different signup processes to be completed : Wireless data programs Smartphone purchase programs SNAP Processor agreements SNAP authorization approval process Signup processes for credit and debit payment processing and Loyalty program signup

15 Our Solution Look at the whole problem, not just one element. Met with industry experts from all areas in the industry. They included major processors, technology providers, software providers, terminal providers, advocacy groups and finally third party processors. Develop a solution that would have a simplified signup and authorization process. Negotiate a single payment processing solution with fees less than what any farmer could obtain on his/her own. This was not a new idea, but it was the first time that a concerted effort was made to develop a solution. The most important goal in our approach was that it be a COOPERATIVE EFFORT. The most important goal in our solution was that it be SELF SUSTAINING. We see this as a collaboration with all interested parties ESPECIALLY between USDA and our members!
