4 4 Concept Papers You should have received an email stating whether you were encouraged or discouraged to submit a full application. Even if you were discouraged from submitting a full application, you can still submit one. It will be reviewed like any other application.

5 5 Full Application Content and Form Must be in Adobe PDF format. Must be written in English All pages must be formatted to fit on 8.5 x 11 inch paper. Times New Roman typeface, black font color, and font size of 12 or larger. Application control number must be displayed on the upper right corner of the header of every page. Don’t exceed the page limits. (Technical Volume no more than 25 pages)

Authorization from Contracting Office for FFRDC. SF-LLL Disclosure of Lobbying Activities Foreign Entity and Performance of Work in the US waiver request U.S. Manufacturing Plans Data Management Plan

7 7 Full Application Review Criteria 1.Technical Merit, Innovation, and Impact (50%) 2.Project Research and Commercialization Plan (30%) 3.Team and Resources (20%)

8 8 Full Application Review Process Applications must be submitted prior to deadline and through Exchange. Reviewers will review applications. 3 Reviewers/Application Written feedback on Full Applications is made available to applicants. Applicants can respond to reviewer comments. Merit review meetings Selections are made by Selection Official

9 9 Other items You cannot be funded twice for the same research. For example if you accept funding on an SBIR grant, you cannot be funded again by the SSL program for the same research. All work must be performed in the U.S.

10 10 Full Applications Due: 1/15/15, 5 PM Eastern Time Please submit before the deadline. Applications submitted after the deadline will not be accepted. Reviewer Comments accessible in Exchange on 3/5/15. Submission Deadline for Replies to Reviewer Comments: 3/9/15 Midnight Eastern Time. Selection Notifications: ~ May 2015 Important Dates
