3 The Problem New tariffs were introduced during the 2015/2016 financial year The Film Industry was unaware and unhappy when presented with the tariffs There is discrepancy between published tariffs and quotations. There is no predictability in cost of services from one financial year to another Film and Event tariffs are very difficult to identify in the tariff schedules Descriptions used to identify tariffs do not make sense. 3 Go to Insert > Header & Footer > Enter presentation name into footer field

4 Extract from the Council Report RECOMMENDATIONS a)Council note that filming tariffs were approved for the 2015/16 financial year for the Sport, Recreation and Amenities department. b)Council note that all council departments that provide services to the film industry will meet to develop an agreed approach to film tariffs. c)Council note that a workshop will be held with the Film Industry where all council tariffs are presented to ensure that there is sufficient public participation for the 2016/2017 filming tariffs. d)Council note that the tariffs billed to film companies from 1 July to 11 December was R759 195.98 (for beaches). e)Council approve the suspension of the 2015/2016 filming tariffs for Sport, Recreation and Amenities for beaches and stadia, as per Annexure A from 1 February 2016 – 30 June 2016. 4 Go to Insert > Header & Footer > Enter presentation name into footer field

5 DESIRED OUTCOME – As far as possible, to standardise terminology and approach to film and event tariffs – To correct incorrect 2016/17 tariff cards – To provide the Events and Film Industry with predictability – To understand better the cost of doing business (events and film) in the City of Cape Town – To be a competitive destination which delivers excellent service. 5 Preparation for 2015 – 2018 MTREF Workshop

6 Principles of the Tariff Review (Corporate Finance) Tariffs must be clearly defined There must be no opportunity for manipulation Reliance on discretion is strongly discouraged Rather have multiple tariffs with specific criteria Implementation must not be subjective Must be transparent and aligned to the five pillars 6 Go to Insert > Header & Footer > Enter presentation name into footer field

9 Limitations Existing tariffs may not be increased during the public participation process, although they can be decreased. New tariffs can only be introduced during the 2017/18 budget process. The amount indicated is for Sundays and Public Holidays.
