CMRA WEBINAR ON NEW SPECIFICATIONS AND IMPLEMENTATION JUNE 15 TH, 2010 Recycled Asphalt Shingles in HMA Implementation: A Perspective from Wisconsin

Have an Idea Hey, how about if we … Mmmm, Has potential, but how … do we reach it? Define steps that make it attainable …

Building the Ladder To Implementation Identify Areas of Impact or Concern Seek Technical Advice  Data  Others Experience Evaluate the Current Process Define Risks Estimate Cost to Implement as well as Not Implementing Suggest Adjustments to Current Rules Follow-up with Performance Assessment

Identify Groups Needing to Interact

Partner a Plan : Have a Gathering HMA Technical Team (long standing group) Members include Reps from: DOT (10) FHWA (1) HMA Industry (7) Consultants (1) Independents (2) Guests and Outside Speakers

Expand Groups For Specialized Topics Academia Other State DOTs Other DOT Areas of Expertise Local Municipalities DNR or EPA Suppliers Researchers Community or Retirees Skeptic or Two

Add Actions to the Plan Subcommittee or Task Group Meet More Often Expand Expertise Gather and Analyze Data Make Recommendations Suggest Specification Edits Pen Draft Language Present back to the Technical Team

Construction & Materials Specifications Understand Content  Production Limits or Restrictions  Guidance Documents  Acceptance Parameters  ASSHTO/ASTM Testing Procedures Specification Revision Schedule & Deadlines Feasibility or Budget for Pilot/Demo Projects

Recycled Asphaltic Materials Reminder: All Wisconsin DNR requirements must also be met for the use of these products  Covered in standard specifications under 107.1(1) “At all times, observe and comply with all applicable federal and state laws and administrative rules, codes, local laws, ordinances, and regulations that affect the conduct of the work, and applicable orders or decrees of bodies or tribunals having jurisdiction or authority over the work.” New requirements are based on % binder replacement instead of % by weight as used in the past

Out with the Old Specifications controlling the use of RAP were similar to most others 460.2.5 Reclaimed Asphaltic Pavement Materials (1) The contractor may use up to 35 percent RAP material in lower layer and base mixtures and up to 20percent in upper layer mixtures. Ensure that the combined RAP and virgin aggregate conforms to aggregate requirements of table 460-2.

RAP, RAS, and Pbr Define Where We Are to Evaluate Potential New Risk Binder is the main concern so option to treat all recycled binder the same Pbr = Percent Binder Replacement

Chronology of Success Action delays can cost more than a month or two in terms of construction seasons 4 projects @ contractor option ‘09 ASP Jan 09 Nov ‘08 Final Draft Task Group Fall ‘08 ASP moved to SS. 460 for 2010 Revisions submitted Mar ‘10 to affect 2011

The Answer’s in the Details Subcommittee Established Met Weekly for First 4 Meetings 1. Defined what we knew, what we didn’t => Collection Tasks 2. Analyzed Additional Information/Data => Draft Language 3. Set Recommendations for Limits => Near Final Draft 4. Present Draft to HMA Technical Team => Special Provision 5. Address FAQs => Submit & Develop Field Procedures 6. Create Presentations for Knowledge Transfer & Awareness 7. Seek Funding for Expanded or Related Research http://roadwaystandards.dot.wi.gov/standards/stndspec/Sect460.pdf

WHAT’s NEXT? Follow-up for 2010: Collect Additional Data for Review  Mixture Design  Field Production  Binder Affects  Quality Management Program Impacts Monitor Materials Availability Evaluate Product Performance Report Findings Identify Potential Language Tweaks
