2 Objective & Goals The objective of this presentation is to build on the Charrette and Museum Project recommendations and present infrastructure upgrades in the Downtown area to enhance and accompany the Charrette and Museum Projects plans. The goal of this presentation is to not only present the Mayor and Board of Alderman a vision of what the Downtown could be with these infrastructure upgrades, but also the steps in which these upgrades are possible and the manner in which to complete them.

3 Charrette & Museum Project Points The Charrette placed a large focus on the logos for the City of Kosciusko, Attala County, and KADC, but also made suggestions regarding landscaping, hardscaping, traffic flow and other areas to improve the aesthetics and increase tourist potential in the Downtown area. The Museum Project Team put forth a vision for an all encompassing experience for a tourist that enters the Downtown area. Both Plans had particular target areas that would be of interest for tourists and our plan would help tie all of it together.

7 Mississippi Native American Museum Leonard’s Building Donated to City Planning Stages of Project MS Legislature is possibly appropriating monies to get started

8 Old Trace Interactive Murals The Museum Concept Team envisioned Interactive Murals throughout the Downtown Area on the sides of some of the buildings. One main focal point was the west side of the Dees Antiques Building on South Natchez Street which was the Old Trace. Kosciusko is fortunate to be one of the only towns that actually had the Old Natchez Trace running through the middle of town and decorative pavement surfacing would reinforce this.

9 NTP & HWY 35 & Huntington St Key Component to get Cyclist and Tourists off of the NTP and into Downtown Area SAFELY! Meetings have begun with the National Park Service, City of Kosciusko, and MDOT Placing of a Round About at Intersection has been discussed for functionality and uniqueness Huntington Street upgrades with Bicycle Lanes

11 South Huntington Street Upgrades Renovation of South Huntington Street with Bicycle Lanes added to allow Cyclists to get from NTP to Downtown Area. State Maintenance of South Huntington ends 250 feet from the Huntington & Coleman/Gilliland Intersection

12 Vision We believe that for us as a City, County, and Community to ask for the monies to be spent in aiding vehicles and cyclists to safely get from the NTP to the Downtown Area and also enhance the current offerings that Kosciusko has to offer; that we, as a City, County, and Community, should show our good faith and contribute what we can to prove that Kosciusko is committed to improving our own Downtown in every manner possible.

13 Recommendations Downtown – Creation of a committee of residents and business owners in the highlighted area to help with landscaping, hardscaping, and infrastructure ideas. – Huntington to Wells, Monroe to Adams – Large Yellow Blocks are intersections on the perimeter of the Downtown area that should get upgrades as well – Purple bar is area where it would fall on the city to connect from the end of MDOT Maintenance and Monroe Street

14 Recommendations One Way Traffic on all streets in Downtown (Excluding Huntington, Wells, Monroe, Adams) – This presents the opportunity to add bicycle lanes, sidewalks, and proper parking in the Downtown. – The streets are not wide enough, in most places, for the current approach of parking on both sides of the streets and leaving a drive lane in the middle. – The Museum Concept would need to add a sidewalk on the West side of the Leonard’s Building and the only way to do that is to change it to one way traffic. – If we are asking for cycle lanes to get people from the NTP and up Huntington Street why don’t we add cycle lanes in the Downtown to help further the cause?

17 Street Details Washington Street would be One Way from Mayor’s Office to Pickle & White Law Office running West. Jefferson Street would be One Way from Touch of Class Taxidermy to the Town Pump running East. Natchez Street would be One Way from NE Corner of First United Methodist Church to Redbud Springs Park running South. Jackson Street would be One Way from Monroe Intersection to Adams Intersection running North. Madison Street would be One Way from Doug Crosby’s Law Office to Monroe Intersection running South. The outer limit streets of the Downtown of Huntington, Wells, Monroe, and Adams would all get crosswalks at their respective intersections with the inner streets. Monroe Street would be the only outer limit street to get bike lanes and they would be dual direction bicycle lanes while keeping Monroe a Two Way Street because of its width. Madison Street in front of the Strand Theater, Natchez Street in front of Lindsay Wealth Management, and Washington Street in front of the Chancery Clerk’s office would have parking on both sides due to width. This leaves only the gap between the end of State Maintenance on Huntington (About 250 feet from Coleman/Gilliland Intersection) and the Intersection of Huntington and Monroe without a segregated bicycle lane from the NTP and the CBD.

18 Street Detail One Way Street Design will allow a drive lane to the left, segregated bicycle lane to the right of the drive lane and then parking to the far right of the street. After measuring it might be able to place an equal sized gap between the bike lane and the drive lane as illustrated in the gap between the bike lane and parking Sample design of street detail Extended Bicycle Lanes at the Stop Bars allow better driver awareness of Cyclists Extra segregation at beginning of streets allows better driver awareness of Cyclists

21 I would like to ask the Kosciusko Board of Aldermen to consider the traffic flow changes presented tonight to the streets of Washington, Jefferson, Natchez, Jackson, & Madison and authorize the City Engineer to develop a signage plan to accommodate the traffic flow changes with implementation of this traffic flow plan before school starts in August 2016. I would also ask the Kosciusko Board of Aldermen to allow JC Cheek Contractors, Inc to apply pavement markings to Monroe Street in the time it takes to decide on the traffic flow changes,at no cost to the City, as to give an example of what properly marked streets will look like for the City. If the Kosciusko Board of Aldermen decide to implement the traffic flow design I will gladly lend the expertise of JC Cheek Contractors, Inc to develop a pavement & curb marking plan for the City, at no cost.
