1 Introduction of structure of the EURES network, the role of EURES and EURES legal base and EURES reform - to meet the goals of Europe 2020 04.07.2013, Belgrad Marta Traks, EURES manager Estonia

2 EURES (European Employment Services) is a co- operation network between the European Commission and the national public employment services of the EEA Member States plus Switzerland and other partner organisations. Set up in 1993 Objective: to increase and facilitate the free movement of workers within the European Economic Area Free movement of workers is one of the fundamental freedoms within the European Union

3 The EURES co-operation is legally based on fundamental right for freedom of movement of workers. Article 46 of the Treaty on the Functioning of the European Union; Regulation (EEC) 1612/68, part II, which lays down the obligation for the Member States to exchange vacancies and applications for employment which have not been satisfied at national level. Commission decision (2003/8/EC) of 23, December 2002, which implements Council Regulation 1612/68 as regards the clearance of vacancies and applications for employment, thus defining the EURES network, objectives, composition and governance. EURES Charter adopted by the European Co-ordination Office. Chapter II of Regulation (EU) 492/2011 (recent codification of Council Regulation 1612/68)

4 EURES purpose To inform, guide and provide advise to potentially mobile workers on job opportunities as well as living and working conditions in the European Economic Area; To assist employers wishing to recruit workers from other countries; To provide advice and guidance to workers and employers in cross-border regions.

5 Structure and functioning EURES offers a network of advisers who provide information and support to jobseekers and employers through personal contacts. They work within the Public Employment Services of each member country or within other partner organisations in the EURES network. There are more than 850 EURES Advisers across Europe and the number is still growing. EURES has important role in cross-border regions, areas in which there are significant levels of cross- border commuting. EURES advisers in these area provide specific advise and guidance on the rights and obligations of workers living in one country and working in another.

6 EURES at cross border level There are currently 20 EURES cross-border partnerships, set up by member countries, spread geographically throughout Europe and involving more than 13 countries. EURES cross-border partnerships serve as points of contact among employment administrations, both regional and national, and the social partners.

17 Need for an intervention logic according to labour market dynamics so as to contribute to enhancing growth and employment : i.e. from transparency to results orientation - matching for more jobs: mobility much higher on political agenda - Europe 2020 employment rate 75% EURES covers 32 countries enlargement of the free movement of workers space from 15 to 27 Member states as of 1 May 2011 sense of urgency: high UE co-existing with bottleneck vacancies and skills shortages need to ensure EURES funds within the multiannual financial framework 2014-2020, ideally more resources for EURES Getting EURES to fulfil its potential … …. still a lot of unleashed potential!

18 The EURES new operational objectives: Reinforcing the focus on matching, placement and recruitment based on economic needs (programming and reporting cycle) Extending the scope to cover new target groups, notably to encourage more youth mobility (inclusion of apprenticeships, targeted mobility schemes) Diversifying and increasing the number of actors operating in the network; get public employment services (PES) and private employment services (PRES) to systematically cooperate when delivering EURES services Diversifying and strengthening delivery of services (new Service catalogue) Why the reform is needed ?

19 Under the next multi-financial framework 2014-2020 the Commission proposes to enhance the delivery of EURES by: national and cross border EURES activities incorporated into a specific component of the new ESF regulation for the period 2014-2020; supporting the EURES EU level and horizontal activities under the new Programme for Social Change and Innovation (PSCI) improving its governance and mechanisms for matching jobseekers and jobs across borders through a revision of the Commission Decision 2003/8/EC implementing Regulation 492/2011. 21 Focusing on employment results i.e. matching, placement and recruitment:  EURES will cover all phases of placement, from active preparation to post-placement assistance;  EURES should provide real time labour market information and the ability to quickly identify emerging skills demand, profiling and skills assessment, career guidance, electronic matching tools such as Match and Map, comprehensive mobility packages, SMS service to notify job seekers and job changers of relevant vacancies. New intervention logic: from transparency to matching for more jobs

22 Expanding EURES scope to support targeted mobility schemes at EU level The new focus of EURES will be to: fill bottleneck and niches vacancies (vacancies for which recruitment difficulties or market failure have been identified); help specific groups of workers (such as young people) and countries which are or will become recipients of mobile workers. 23 Get Public Employment Services (PES) and Private Employment services (PRES) to systematically cooperate when delivering EURES This cooperation will provide EURES with a far bigger outreach capacity by setting up a real European job vacancy platform to better cover the vacancy markets for services. Moreover it will also create an incentive to increase both the efficiency and effectiveness of EURES services. New intervention logic: from transparency to matching for more jobs

24 PES EURES Network PRES EURES Network PES YFEJYFEJ Cooperation with non public employment services at EU level is limited to certain targeted schemes, like Your First EURES Job Non public employment services included in the EURES network, but activities at national level are coordinated by the Public Employment Service in line with delivery of other PES services In any case, Private Employment services will be asked to guarantee certain quality standards of EURES services
